ON APPROVAL OF THE LIST OF STRATEGICALLY IMPORTANT GOODS AND RESOURCES FOR THE PURPOSES OF ARTICLE 226.1 OF THE CRIMINAL CODE OF THE RUSSIAN FEDERATION
In order to implement Article 226.1 of the Criminal Code of the Russian Federation, the Government of the Russian Federation decides: To approve the attached list of strategically important goods and resources for the purposes of Article 226.1 of the Criminal Code of the Russian Federation.

By Decree of the Government of the Russian Federation No. 923 of September 13, 2012. a list of strategically important goods and resources has been established for the purposes of Article 226.1 of the Criminal Code of the Russian Federation, which provides for liability for smuggling. The list of strategically important drugs has been expanded
The Government of the Russian Federation has updated the list of strategically important drugs, the production of which must be ensured in the country (Order No. 1141-r dated July 6, 2010). Over the past 10 years, the document has never changed, but has now been expanded from 57 INN to 215.
“When forming the list, we, together with the Russian Ministry of Health, relied on current treatment standards and clinical recommendations, took into account the opinion of the main freelance specialists of the Russian Ministry of Health, the main trends and directions for the development of the domestic pharmaceutical industry,” First Deputy Minister of Industry and Trade of the Russian Federation Sergei Tsyb said at a government meeting.
The list includes drugs intended for emergency medical care, treatment of insulin-dependent diabetes mellitus, cancer and orphan diseases, HIV infection, and hepatitis.
Among them is the antitumor drug lenalidomide (Revlimid from Celgene), which is supplied by Pharmstandard under the “14 VZN” program. The drug is the leader in terms of the amount of expenses under the state program - in 2021, the Ministry of Health purchased lenalidomide for 8.24 billion rubles. In June 2021, Pharmstandard won a number of tenders for the supply of the drug for 2021 for 5.8 billion rubles. Another one included in the expanded list was the oncohematological drug ibrutinib (Imbruvica from J&J), which was purchased for 3.65 billion rubles in 2021.
Included in the list were pembrolizumab (Keytruda from MSD) - purchased for 7.795 billion rubles in 2021, pertuzumab (Perjeta from Roche, packaged by R-Pharm) - purchased for 6.6 billion rubles, sunitinib (Sunitinib-native from Nativa) ) – 4.05 billion rubles.
The Ministry of Industry and Trade has been implementing the policy of import substitution in the pharmaceutical industry since 2009 through various strategies and programs - “Strategy for the Development of the Pharmaceutical Industry until 2021”, the federal target program and the state program “Pharma-2020”. Strategically important drugs (SIM) are a certain indicator of the implementation of the plans declared in these documents. The state program, for example, assumed that in 2021 the share of domestic drugs in the list of pharmaceutical products would be 90%, but in fact it reached, according to Vademecum, only 68%.
In 2021, the government decided to extend the state program until 2024. The share of domestic drugs in the VED range should increase to 93% by 2024, and in total consumption (in money) - to 53%. The volume of financing (108.2 billion rubles) increased by another 47.5 billion rubles.
A new industry document is being prepared for adoption. The Ministry of Industry and Trade has developed an updated strategy for the development of domestic pharmaceutical production, designed until 2030 (“Pharma-2030”). It is being approved by the government.
