Everyone has probably heard about the Nizhny Zaramag checkpoint in South Ossetia. Many of our neighbors on the other side of the ridge are also familiar with this section of the border, who periodically visit the Republic of South Ossetia on business or because they want to see relatives.
Since the friendly relations of the Republic of South Ossetia and the Russian Federation are no longer in doubt, society periodically requests the elimination of a section of the border that is not always convenient for the two partner states. Thousands of residents of territories peacefully neighboring side by side, being one people where relatives, friends and business partners are mixed, are forced to endure a lot of inconvenience and lose a catastrophically large amount of time due to customs bureaucracy.
This problem will not seem so significant to those who cross the border 1-2 times a year or even less often. But among us there are people who are forced to go through customs several times a week, a month, and some citizens face difficulties crossing the official border almost every day.
How much longer do ordinary people have to suffer?
Many cars traveling from the Republic of South Ossetia to North Ossetia stand idle at the border for 1-2 hours and sometimes even longer. If during this time it is not possible to complete all the necessary papers, you have to repeat the import procedure.
Some vehicles are x-rayed. On the one hand, in the fight against smuggling of drugs, weapons, alcohol and illegal medications, it is almost impossible to do without x-rays. But on the other hand, why should the same representatives of small and medium-sized businesses who are trying to feed their families and establish trade in absolutely legal goods between two friendly regions suffer from the current situation? Moreover, we know the harm that X-rayed products can cause to the human body.
Why Nizhny Zaramag is still working
We must pay tribute, the section of the border between the Russian Federation and the Republic of South Ossetia is not as easy as it might seem at first glance. One of the reasons why the leadership of our republic has not yet raised this issue is the advantages of customs in its modern form.
In fact, there are not so many advantages, but their importance is difficult to overestimate: 1. There is no need to pay half the cost for customs clearance of your car.
2. All goods that we import into the territory of the Republic of South Ossetia are exempt from paying 20% value added tax (VAT).
3. Control of persons entering the Republic of South Ossetia.
What if the future of Nizhny Zaramag is in the form in which the checkpoint operates now? And what can be changed or reformed to improve the current situation without losing existing customs advantages?
Effective abolition of the customs border without consequences for both states is possible only after the formation of a common economic space, within which there will be uniform tariffs for standard services on both sides, the same duties and the taxation system of the Russian Federation and the Republic of South Ossetia brought to common standards.
Unfortunately, today it is primarily the residents of the Republic of South Ossetia who suffer from the ineffective operation of the Nizhny Zaramag border. Therefore, in the absence of an initiative to reform this area of customs and border control on the part of our authorities, the matter is unlikely to move forward. It is also not worth expecting the Russian Federation to show initiative in this matter in the near future. Thus, the prospect for motorists and ordinary citizens of the republic to forget about queues and bureaucratic delays in Nizhny Zaramag looks very illusory. And the situation most likely will not change, at least in the next few years.

Everyday life at the border and customs post “Nizhny Zaramag”
Last instructions before leaving for the border. The head of the SOBR, Captain Marat Sakiev, once again outlines to his colleagues the main task today - to restore order at border and customs posts and facilitate the movement of people across the border. This is how every morning begins for the employees of the special rapid response squad of the North Ossetian customs.
By nine in the morning, the special squad groups move to their posts. Checkpoint "Nizhny Zaramag". The past is the most difficult section. Drivers remember miles-long queues and traffic jams in which they were forced to stand idle for several days. Now any aggravation of the situation at the border is unacceptable. This is one of the priority areas of the republic’s leadership. Customs officers took the decision of the Security Council of North Ossetia as the main guideline in their work. Before going on duty, there was another divorce. Sobrists receive a clear instruction - to act professionally and, if the situation requires it, firmly and decisively.
SOBR units are deployed at all borders of the border and customs post. Every employee knows that the skip-the-line system applies to regular buses, passengers in need of medical care, as well as pregnant women and infants. But the most important thing, customs officers believe, is to remember that Nizhny Zaramag, like Upper Lars, represents the economic interests of Russia on its southern borders. And it is those who serve here who are responsible for carrying out important government tasks. Protecting the interests of the country and the republic is the main line along which the North Ossetian customs builds its work.
Over the past month, SOBR officers of the North Ossetian customs carried out several special operations on the territory of the Nizhny Zaramag border and customs post. As a result, two groups that were involved in racketeering of drivers and participants in foreign economic activity were neutralized.
The Trans-Caucasian Highway is not only a federal highway, but also an interstate highway. Everyone who travels along the Transcam must be sure that the country in which he finds himself will ensure his safety and provide the conditions necessary for convenient border crossing - as it happens in all developed countries. Neither the intensity of the flow nor the congestion of the route should become an obstacle to the creation of such conditions. After all, from the very beginning of the operation of this highway, it withstood enormous loads. A huge flow of humanitarian supplies was sent along the Transkam to help victims of the earthquake in Armenia. The route remains the “road of life” today. Thousands of people on the other side of the Main Caucasian ridge, as, for example, in this village of Kornis, lost in the mountains, could hardly provide a comfortable existence for themselves and their children if it were not for the road connecting the north and south of the Caucasus. Thanks to Transkam, the socio-economic development of South Ossetia is supported.
The absence of queues at checkpoints is the result of the clear and efficient work of all services responsible for order at the border, and above all border guards. According to people who often travel along the Trans-Caucasus Highway, queues are created artificially. But it is at the state border that people form their first impressions of the country they are arriving in.
