The structural unit of the Federal Customs Service, which carries out customs clearance in Smolensk, has had a new head. The former head of the Smolensk customs, Major General of the Customs Service Vladislav Legky, by way of transfer, was appointed to the position of first deputy head of the Main Directorate “Center for Monitoring and Operational Control of the Federal Customs Service of Russia”. Vladislav Olegovich Legky was born on October 2, 1981 in the city of Baku, Azerbaijan SSR. He has 2 higher educations:

  • in 2003 he completed his studies at the Russian Customs Academy (RTA);
  • Graduated from the Russian Academy of National Economy and Public Administration under the President of the Russian Federation in 2012.

Vladislav Legky began his service in the customs authorities of the Russian Federation in November 1999, at the beginning of his studies at the RTA. Since 2003, he has performed official duties in various positions related to the implementation of procedures involving customs clearance and the organization of customs control

. Having started his career as a state customs inspector at the Lytkarinsky customs post of the Noginsk customs, as the head of the Smolensk customs, Vladislav Legky became major general of the customs service on October 1, 2021. The title was awarded to him by Decree of the President of the Russian Federation No. 569 “On the assignment of special ranks to senior command staff of customs authorities of the Russian Federation.”

It is noteworthy that on the eve of the transfer of the chief to the central office of the Federal Customs Service, Smolensk Customs published information about the initiation of 1,660 cases of administrative offenses. This is 53.7% more than in 9 months of 2021.

Of the total number of violations of the procedure for customs clearance of goods

, about 10% is due to “untimely submission of statistical forms” for foreign economic activities for which customs duties are not required to be calculated within the EAEU. 139 cases of administrative offenses were initiated when submitting statistical forms on the supply of products to partners within the territory of the Eurasian Economic Community. The amount of fines imposed for these violations increased by 76%, amounting to more than 5.9 million rubles.

According to preliminary information, we are talking about gifts from participants in foreign economic activity to the customs management. The press service of Smolensk customs refused to discuss the situation. Another Kommersant source said that we are talking about finishing facade building materials that were allegedly “gifted” to Joseph Luzhinsky.

Mr. Luzhinsky came to Smolensk customs as acting head in March 2015. Before his appointment to Smolensk, he headed the economic department of the Tula Customs, where he held the position of head of the regional department. In Tula, most people speak positively about Joseph Luzhinsky and even suggest that he “did not fit into the Smolensk administrative landscape, where such gifts are not uncommon, as a result of which he was simply framed.”

Joseph Luzhinsky came to the attention of the FSB Directorate for the Smolensk Region after a scandal involving unofficial bonuses for Smolensk customs officers. In November 2021, almost 100 employees of the Smolensk customs house distributed 3 million rubles in their offices. as "premium". Each envelope with money was addressed, since it took into account the length of service and current merits of the department’s employees. It is interesting that the money was intended for customs officers of the Center for Electronic Declaration of Cargo, which, according to the customs officers themselves, eliminates issues of corruption, since it is fully automated.

After the incident, a criminal case was opened under Part 5 of Art. 291 of the Criminal Code of the Russian Federation (giving a bribe to an official by a group of persons by prior conspiracy, committed on an especially large scale). It was then that the FSB Directorate for the Smolensk Region arose that the customs office had formed a circle of working participants in foreign economic activity who systematically “could give bonuses” to department employees. After this, Joseph Luzhinsky and a number of leaders of the Smolensk customs were among the suspects. In total, Joseph Luzhinsky worked in the Smolensk region for less than two years.

Smolensk customs officers accuse their boss of corruption and abuse of power

The scandal at Smolensk customs is gaining new momentum. Let us remind you that last week there were searches there (including in the office of the head of customs). Almost exactly a year ago, the organization was also visited by employees of the Investigative Committee and the FSB. In general, the regional “green uniforms” are out of luck on the eve of their professional holiday.

And then Readovka.ru also had at its disposal an appeal written by customs officers to the Presidential Administration last year. Having discarded Mr. Luzhinsky’s accusations of excessive love (and there is such a thing in the document), let’s move on to the facts.

The first point that alerted ordinary customs officers: as soon as Joseph Yaroslavovich took office, he installed a toilet in his personal office. Looking ahead a little - according to our source, as a result of an appeal to the Presidential Administration, the regional prosecutor's office conducted a customs inspection, which, you won't believe, actually confirmed the presence of a toilet in Luzhinsky's office:

“The first thing he did when he became the boss was to put a toilet in his office (Smolensk customs is 25 years old, during this time there were generals and colonels in the leadership, but no one, even in more stable times for our economy, thought of this)”

Unfortunately, for Mr. Luzhinsky, these are not the most serious accusations against him. Thus, the current head of customs is accused of extorting money from his own subordinates:

“When the festival “Golden Caduceus 2015” was held in Smolensk (a competition of amateur artistic creativity in customs authorities), money from 1,000 rubles to 3,000 rubles was collected from all employees and civil servants, depending on their position and salary. But what is most outrageous in this situation is that the exactions were carried out openly by order at meetings in the presence of the head of the anti-corruption department, Alexander Leonidovich Tsynko.”

But that's not all. Luzhinsky's subordinates also raise questions about the controversial appointments to leadership positions of people who do not have the proper experience. According to ordinary customs officers, this was caused by Luzhinsky’s desire to accommodate “children whose parents hold leadership positions in Smolensk.”

Smolensk customs officers also write about extortions from drivers transporting sanctioned cargo. Moreover, they even give specific examples:

“Security officers began extorting money for the passage of cars with sanctioned goods. Head of the department of the operational duty service of the customs guard Alexander Anatolyevich Yukhnovets, on the instructions of Luzhinsky I.Ya. set the fare for such cars. Security officers were given wands to stop vehicles, which is prohibited by the legislation of the Russian Federation." "About 20 heavy vehicles with sanctioned goods were detained at the state border of Russia and the Republic of Belarus, these vehicles were guarded by the customs SOBR, and instead of placing the goods on a special parking lot and handed over to Rosselkhoznadzor (as required by order and instructions), the cars were kept aside under guard. A couple of days after resolving the issues, namely receiving the rewards, Mamsurov R.A. and Luzhinsky I.Ya. they give the command to remove the SOBR and deploy vehicles to the Republic of Belarus, coming up with a version for customs officers who detained cars with “sanctioned” goods, that they hand them over to Belarusian customs officers. However, if you ask Belarusian customs officers, they have not even heard of this.”
