The Baltic EDC is an electronic declaration center subordinate to the Baltic Customs.
Electronic declaration centers, or EDCs, are a completely new type of organization of customs posts. They are also subordinate to the Federal Customs Service of the Russian Federation, but at the same time they are endowed with the right to carry out customs clearance of cargo and goods on the territory of other customs posts, as a rule, subordinate to any one customs office. This became possible thanks to the wider use of modern technologies compared to traditional customs posts. In total, it is planned to create 16 EDCs - 8 regional, 2 regional, 6 specialized. Another 9 EDCs will receive the status of electronic customs offices. These plans were approved by the Government of the Russian Federation. The Baltic EDC is subordinated to the Baltic Customs. That is, a legal entity, as well as individual entrepreneurs from St. Petersburg, can submit a customs declaration to the Baltic CED, and release the cargo at any other post of the Baltic customs - Turukhtanny, Kronstadt, Lesnoy, Shkiperskoy, Gavan or Bronka customs post. This is quite convenient, since the declarant no longer has to be personally present during customs clearance or customs clearance of the cargo.

The area of ​​responsibility of the Baltic Customs Center, together with all posts, covers a fairly vast territory, which includes the Kronstadt district of St. Petersburg, the city of Lomonosov, the Big Port, and the MMPP Passenger Port. The Baltic EDC itself is geographically located on the territory of the Big Port of St. Petersburg - a large global transport hub specializing in the reception and dispatch of cargo delivered by sea from Germany, Poland, Norway, other European countries, as well as from Turkey, China, South Africa, Brazil, USA, any other countries in the world. However, the competence of the Baltic Electronic Declaration Center is much broader; it is not limited only to maritime transport. The customs authority processes cargo delivered by air, rail and road freight transport.

This was stated by the Chairman of the Grodno Regional Executive Committee Vladimir Karanik:

— In the near future, a pharmacy station will be opened in the transport and logistics center where refugees live. We are now discussing which medications will be most in demand - both prescription and over-the-counter. However, uncontrolled use of medications, unlike food, can lead to negative consequences. Therefore, we will determine how we will establish not only supply, but also control over their use. In the next day or two, the issue with medications will be resolved. The ambulance service has what is vitally needed. It is clear that there are also drugs that are not essential drugs, but that improve people’s quality of life.

Security measures have been enhanced

Security measures have been strengthened at the trade and logistics center where migrants are currently being held. The Minister of Emergency Situations will evaluate how the instructions are being implemented. Karanik, in particular, noted that the number of fire extinguishers has been increased and distributed, and video surveillance has been established.

“They constantly make sure that no one uses open sources of fire. All evacuation schemes have been worked out, round-the-clock duty of Emergency Situations Ministry employees has been established,” explained the governor of the Grodno region.

They began to remind people from loudspeakers in English and Arabic that it was forbidden to smoke or use open fire indoors in the TLC.

Karanik also recalled that fire patrols are on duty at the center around the clock and constantly monitor the situation.

The area allocated for housing migrants in the TLC has been expanded.

“Accordingly, the number of emergency exits has increased, which, in case of emergency, allow for safe evacuation,” he noted.
