Delivery of industrial equipment from Russia to Ukraine

One example of a complex logistics operation for the delivery of large volumes of cargo from the Russian Federation to Ukraine can be the contract we concluded in 2021 with a Russian group of companies, a manufacturer of industrial equipment for metallurgical production. The task was to ensure the delivery by road of industrial equipment from the Russian Federation to several metallurgical plants in Ukraine.

Due to military operations in the Donetsk and Lugansk regions, the transit of goods from Russia to the regions of central and southern Ukraine through these regions has been stopped; the delivery of goods from Russia is carried out in transit only through the Kharkov, Sumy and Chernigov regions of Ukraine. The main border crossing for the indicated applications was the Nekhoteevka - Goptovka automobile checkpoint on the border of the Belgorod and Kharkov regions.

Our company ensured the timely delivery of several dozen units of vehicles for loading in different regions of the Russian Federation: Vologda, Moscow, Tyumen, Sverdlovsk, Nizhny Novgorod, and ensured the full timely delivery of cargo to Ukrainian partners in Donetsk, Zaporozhye, Poltava, Nikolaev, Kyiv regions.

Rail delivery

Where the most serious collapse in cargo transportation volumes occurred was in the railway sector. The number of trains has decreased many times, which has negatively affected the economic situation of the two countries. Previously, the volume of cargo transportation from Moscow to Kyiv and in other directions was the largest. Cargo regularly moved deep into Russia from Ukraine, and also went to the countries of Central Asia. Starting in 2021, Moscow took strict measures against transit rail and road freight transport from the territory of Ukraine, which went to Kyrgyzstan and Kazakhstan. At the same time, most transport companies were forced to abandon transportation between Kiev and Moscow.

To transport transit cargo, Ukrainians now have to use the Belarusian borders. Thus, they can bypass the territory of the Russian Federation, bypassing all restrictions and sanctions regarding Russian-Ukrainian transit bans. To control all Ukrainian railway cargo moving across Russian territories, they began to use special navigation electronic seals. Already from July 1, 2021, these seals are used for all automobile and railway trains transiting through Russian territories.

Despite the apparent problems, in fact, such innovations have made it possible to significantly speed up customs clearance procedures since the summer of 2021. And therefore the overall speed of cargo transportation has increased. This is the right and rational step. Although he is not able to completely restore trade relations between states, such decisions are aimed at easing cargo transportation tasks for all parties.

Peculiarities

Since 2014, cargo turnover between Russia and Ukraine has acquired additional difficulties. This is mainly due to political issues that negatively affect ordinary citizens of the two countries and directly the entrepreneurs themselves. After all, before all this, they actively carried out cargo transportation without any problems. But the very fact of a change in the situation did not completely cancel all cargo transportation connecting Russia with Ukraine. Many companies continue to work closely together, and therefore the services of professional transport organizations are required for such purposes. Problems also affected the issue of transit cargo transportation. From now on, we have to use new methods to undergo customs clearance, accept and unload goods at enterprises and intermediate points. Customs clearance in Russia can take up to 5 days. But in cooperation with experienced cargo carriers who have managed to adapt to changes in the conditions for transporting goods after 2014 and are able to find profitable solutions, it is possible to completely legally reduce the time spent on customs procedures. This does not change the fact that the possibility of delay should still be taken into account when planning a route. This becomes especially important if it is necessary to urgently deliver goods from Russia to Ukraine, or in the opposite direction.

New customs rules of Ukraine

07.11.2020 Ukraine introduces mandatory submission of a general declaration of arrival for the passage of goods and transport at its customs border.

According to the new customs rules, the carrier or authorized customs broker must now submit a general declaration of arrival (GAD) in the form of an electronic message certified by an electronic digital signature.

Submission of EIR for road carriers must be carried out no later than 1 hour before the arrival of the cargo at the customs post of Ukraine. For other types of transport (sea, river, railway, aviation), the submission period is 2 - 4 hours.

An unstable situation between Ukraine and Russia is also observed in the maritime space of the Black and Azov Seas. But there are still certain prospects for the development of this method of delivering goods in large volumes. Currently, it is profitable to use sea communication if the shipper and consignee are in close proximity to the southern regions of their states. Starting from 2021, the Ukrainian state regulator has reduced the fees that are provided for when a sea vessel enters a Ukrainian port. The rate decreased immediately by 20%, which became quite an important and significant event for the cargo transportation carried out.

Before the fall in port dues, the cost of a vessel calling at Ukrainian ports was several times higher than that of neighboring states. Therefore, nowadays sea transportation is becoming more profitable. This applies not only to trade relations between Ukraine and Russia, but also to other states that have access through sea routes. But mainly sea transport is used as part of multimodal transport. Quite rarely, the final recipient is the seaport itself. The bulk of the cargo is reloaded onto railway platforms or into bulk cars and then proceeds to its destination.
