Recently, trade cooperation between Ukraine and Russia has unexpectedly intensified.

Moreover, according to the results of the first quarter of this year, as evidenced by State Statistics Service data, the indicators went negative; compared to the same period in 2021, exports fell by 0.1% (to $646.2 million), imports - by 3.5% ( up to about 1.2 billion). From operational customs statistics, the following picture emerges: over 4 months of this year (January-April), goods worth $1.64 billion were imported from Russia, which amounted to 8.02% of all imports. In April, the volume of Russian imports was $472.6 million, which is almost 40 million more than in March.

There is also an increase in exports, although not as significant. In just 4 months it amounted to 915.9 million (4.8% of the total export flow), specifically for April 2021 - about 269 million, which is 2 million more than the March figures. The negative trade balance thus increased to minus $721.06 million.

By the way, the topic of Ukrainian-Russian trade relations was recently commented on by the Deputy Head of the Russian Presidential Administration (supervising relations with Ukraine) Dmitry Kozak, who said that Ukrainian oligarchs and state-owned companies are actively purchasing products in Russia.

But they are not the only ones being bought up by Russians - the retail range of sweets, cosmetics, household chemicals and other goods from the Russian Federation has increased.

Trading inconsistencies

Last year, Russia became one of Ukraine's three largest trading partners (after China and Germany). 4.6 billion worth of goods were imported and $2.7 billion worth of goods were exported.

At the end of the first quarter of this year, the picture changed. In first place in the list of trading partners of our country, as before, is China (accounting for 13% of foreign trade turnover of 4.3 billion), Poland came in second place (6.9% of total turnover of 2.2 billion), third - Germany - (6.5% for 2.1 billion).

Russia dropped to fourth position in the list of top trading partners of Ukraine - the share of imports and exports from the Russian Federation in the first quarter accounted for 5.5% of foreign trade turnover amounting to 2 billion.

The indicators for the first quarter of 2021 decreased compared to the same period last year: exports by 0.1%, imports by 3.5%.

At the same time, there is an interesting nuance: Rosstat’s statistics differ slightly from ours. According to the Russian statistical agency, in the first quarter the trade turnover of the Russian Federation with Ukraine was not 2 billion, but more than 2.4 billion. That is, our customs officials simply “lost” $400 million somewhere.

Deputy head of the Russian Presidential Administration Dmitry Kozak said in an interview with the Rossiya 24 TV channel that Ukraine imported $6.7 billion worth of Russian goods and services over the past year - despite sanctions.

“Today, in terms of trade turnover, despite all the restrictions and mutual sanctions that Mr. Poroshenko introduced and Mr. Zelensky adds, our trade turnover is about 11 billion. At the same time, in terms of exports from Russia, in 2021 alone, 6.7 billion worth of goods and services are purchased billion, Russia receives this income,” Kozak said.

In the first quarter of 2021, according to his data, exports of goods and services to Ukraine from the Russian Federation did not fall, but, on the contrary, increased by 1.5% in price terms and by 20% in physical volume.

Based on them, already at the end of the first quarter, in March the situation unfolded: exports grew by 24.8%, imports by 9.6%.

In April, both imports and exports to the Russian Federation also grew. According to customs statistics, $40 million more goods were imported than in March, and $2 million more were exported.

It is worth noting that in general, over 4 months of this year, trade turnover with the CIS countries increased by 16% (to almost $5.4 billion), while imports grew by 24% and exports by only 5%. For comparison: trade turnover with the EU over the same period increased by 21%, that is, statistics are the exact opposite of those observed in the CIS. In the case of Europe, exports are growing more than imports. The first one increased by 24% in 4 months of this year, the second by 18%.

That is, we are increasing the supply of goods from the CIS in general and from Russia in particular, while the export of our products to these countries is not growing so significantly.

What does Ukraine trade with Russia?

It is clear that in first place in terms of imports, by a huge margin, are energy resources. It was they who ensured the positive dynamics of imports and guarantee it in the coming months,” says Oleg Pendzin, head of the Economic Discussion Club.

“The new supplier of Rosneft products to Ukraine is already known - it has become the Socar network, and it will most likely increase the supply of petroleum products from Russia,” says Pendzin.

And since the price of oil and other energy resources is rising, then, accordingly, the volume of imports will also increase (in monetary terms). And, accordingly, the trade deficit will increase (prices for our main export items are not growing so quickly).

Over the 4 months of this year, Russia supplied us with almost $400 million worth of hard coal (anthracite), and its share in coal imports exceeded 60%.

For coke, the share of Russian importers is 52.9% (deliveries for 4 months of 2021 amounted to more than $12 million).

In terms of oil and petroleum products, imports from Russia are in second place after Belarus: in January - April 2021, the Russian Federation supplied more than $376 million worth of these products to Ukraine (28.5% of total imports).

In terms of electricity imports, Russia is in third place after Belarus and Slovakia: 8.8% of the total flow, which in monetary terms is about $5 million over 4 months.

But we buy from Russia not only oil products and electricity.

According to customs statistics, the Russian Federation is among the top three largest importers for a number of positions. And among them there are many “food” ones. These are both relatively small groups in terms of volume, for example spices, and very monetary ones.

Following the results of 4 months of this year, the Russian Federation provided 85% of barley imports to Ukraine, supplying it for $6.7 million. Russia is also one of the three largest importers of oats - its share accounts for more than 15%. In terms of supplies of buckwheat to our country, the Russians are in first place - almost 46% of imports worth $3.2 million.

Russia is one of the three largest suppliers to our country of malt (its share is 3.4%), oilseeds (more than 12%), molasses (96.3%), etc.

As for other products, the Russian Federation is in the top three importers to our country for a number of items for the chemical industry and road construction: chalk (7.7%), calcium phosphate (4.5%), sulfates, barium carbonate (4.7%), granite and basalt (about 23%), pebbles, gravel, crushed stone (about 10%), magnesium carbonate (24.7%), limestone (over 62% of all imports), etc.

Also, based on the results of 4 months of this year, Russia provided almost 15% of all imported asbestos, 99.2% of ammonia, 57.1% of zinc oxide, 32% of varnishes, more than 52% of artistic paints, 8% of bath, shaving, and depilatory cleaners , as well as deodorants, about 17% of brake fluid. Russian importers also “hold” a third of the market for polymers, 12% for mineral fiber, 22.7% for plastic pipes and hoses, 67% for cellulose, 92.5% for newsprint, etc.

Russia accounts for almost 36.6% of all imports of books to Ukraine.

Instead of cheeses and confectionery - “chemistry” and explosives

As for exports, Russia is also one of the three largest buyers of our products.

For example, in the category “horses and donkeys” its share is almost 91.5%. And in the “other animals” group, supplies to the Russian Federation account for about 86% of the volumes.

By the way, the listed positions are one of the few that survived after our agricultural exports to Russia were cut off.

If before 2014 Ukraine supplied large volumes of cheeses, butter, confectionery, canned goods, vegetables, etc. to the Russian Federation, now we can only boast of modest sales of certain categories, for example, pepper, which was shipped to Russia by 30 in 4 months of 2021. thousand dollars, or cinnamon (it was sold for 4 thousand dollars). Of the more or less monetary export items, we can only mention hop cones (they were sold for more than 200 thousand) and ice cream (for 819 thousand).

Also, interestingly, Ukraine sold almost 500 thousand worth of palm oil to the Russian Federation. But we buy it ourselves, that is, we actually re-exported it. Same with coconut oil, cocoa paste, cocoa powder (we do not produce any of the above).

That is, it turns out that now Russia is sending agricultural goods to us (the same buckwheat, oats, etc.), and not we to it, as it was before.

How does Ukraine earn most of its money in Russia?

According to the State Statistics Service, in the structure of exports (based on the results of January-March of this year), products made of ferrous metals are in the lead - their exports increased by 50.7%, to almost $148 million.

In second place are inorganic chemical products (nitric acid, inert gases, zinc and aluminum oxides, ammonia) - 113.3 million.

In third place are reactors, boilers, machines - 112.36 million.

In fourth place are plastics and polymer materials – 38.64 million.

It is interesting that for certain items there is a sharp increase in exports: for example, supplies of gunpowder and explosives increased by 54% compared to the same period in 2021 (although in monetary terms the volumes are small - by 50 thousand dollars).

Also, the export of skins increased fivefold (by 66.5 thousand dollars), by 44% - products made from them (by 407.9 thousand), by 30% - paper and cardboard (they were supplied for 15.6 million dollars), by 53% — ceramic products (12.7 million).

Statistics from the State Customs Service for January - April of this year also indicate large volumes of corundum and aluminum oxide exports to Russia - $154.8 million. Many different individual items in mechanical engineering (for which the path to the European market has been ordered): engines and other power plants (8 million), liquid pumps (22.5 million), vacuum pumps (12.5 million), processing equipment metal (11 million), equipment for working with soil, stones and ores (20 million), other mechanisms and special-purpose vehicles (1.4 million), cars (5.4 million), spare parts for locomotives (6.5 million) , passenger and cargo ships (8.7 million).

“As we see, business is ready to cooperate despite the deterioration of relations at the state level. Mainly Ukrainian metal products, textiles, and chemical products go to the neighboring country. General rules for the import of products and things

On January 1, 2021, there were changes in customs regulations. The limit on duty-free goods has been changed. It has been changed to a lesser extent, and the nuances of passing control depend on the chosen transport for crossing the border.

When traveling by land (car, train, bus), duty-free transportation of products weighing up to 25 kg is allowed. Not so long ago the limit was 50 kg, but now it has been halved. The new rules do not apply to those traveling by plane. This means that, as before, you can transport 50 kg for a total amount of 1,500 euros. It is best not to neglect the changes, since failure to comply with the rules will result in a fine of twice the value of the items or their confiscation. It must be taken into account that personal belongings and goods for non-commercial use are acceptable for transportation. For example, you take them to your relatives or friends as a gift.

And here it is also worth saying that these rules do not apply to refugees from Ukraine. They can carry with them luggage, things and products of any weight and value. The belongings of immigrants are also not subject to duty. But you need to provide a document confirming your migrant status.
