Working as a truck driver means not only long journeys across the vast homeland, it also means frequent trips abroad. This is hard work, which is also additionally burdened with strict checks, great difficulties with paperwork and other bureaucracy.
It is necessary to issue a large number of certificates and permits, many papers must be constantly present to drivers of cargo vehicles. Let's consider what documents are needed for international cargo transportation, how to obtain and process them.
Documentation for admission to international transportation
In order to be able to carry out transportation abroad, you need to obtain a special license, which is issued both in paper and electronic form. This permit is issued by Rostransnadzor for a period of one year upon first application and for five years if the license is not obtained for the first time.
Documents for international cargo transportation
Transport supervision when issuing this document follows the Administrative Regulations, as well as Government Decree No. 730.
This license is required for private entrepreneurs and companies.
Issued only if the following requirements are met:
- The vehicle must comply with international technical standards.
- Among the employees there is a responsible person who is qualified in transportation between countries.
- Stable financial position of the company. There must be a minimum property value of 300,000 rubles for one car, and 170 thousand rubles for each additional car.
- Compulsory car insurance.
These are only requirements, and the following documents must confirm that they are met:
- Insurance policy.
- Documents confirming the driver's competence.
- Proof of vehicle ownership.
- Confirmation of state registration.
- Balance sheet.
- Cost of real estate and property.
- Report for the last period of activity.
First of all, you need to collect these papers, then write an application, and only after these steps can you submit documents: take them to Rostransnadzor or send a registered letter by mail, or submit an application electronically on the transport supervision website. There is also an option to send a letter using the State Services portal.
If the documents comply with the standards and the application is written correctly, then the application is considered within 30 days, and Rostransnadzor reports its decision within three days.
They may refuse in the following cases:
- the documents contain false information;
- the necessary conditions are not met;
- Less than a year has passed since the previous license was revoked.
If the application is approved, you will receive an admission certificate, as well as an access card for each car.
The license is absolutely free, but it often happens that companies themselves cannot correctly prepare all the necessary documents. Then you have to turn to third-party companies, which can charge very large sums of money for all the fuss with papers.
Licensing international cargo transportation is not an easy matter, but it is necessary, because fines for lack of a license start from 100,000 rubles.

Pitfalls and realities of practice
The main risks that a transport forwarder bears are the risk of contacting an unreliable carrier or even scammers. It is often much more difficult to check the integrity of a contractor who is not located in Russia than a company operating within the country.

What documents are needed for cargo transportation within the European Union?
If you need to transport cargo in the European Union countries, you will additionally need to have a transit declaration numbered T-1, as well as a special export declaration.
Transit declaration number T-1 is a financial guarantee of transportation in the European Union. This document is a European alternative to the TIR system.
Export declaration number EX-1.
Export declaration number EX-1 is a document that provides confirmation that the goods have been exported.
EX-1 can only be issued in the European Union for products of European origin but sold to other countries.

Driver's license

Document for the vehicle, PTS – vehicle passport. Contains basic data about the vehicle. This is information about the owner of the car. Identification information about the main units, model and brand, production date, number and type of engine, its displacement and power are also written.
The registration certificate contains information that is extremely important for freight transportation about what maximum weight is available for transportation inside the vehicle. Ordinary motorists may not always carry a PTS with them, but for international truckers it is mandatory.
CMR
This is the name of the international transport bill of lading, which contains information about the cargo: place and time of its acceptance, delivery point, information about the supplier and recipient (names and addresses), type of product and type of packaging, total volume, weight of the cargo, shipping costs.
CMR follows the Geneva Convention on the International Carriage of Goods, adopted back in 1956. The document is needed if the cargo is transported by vehicle, if the transportation is carried out on a commercial basis, and if the points of departure and receipt are located in different countries.
There must be three copies of the waybill: one for the sender, the second for the recipient, and the third for the carrier. But it often turns out that customs may take the CMR from the driver, so it is better to have several copies in reserve.
If the cargo transportation has several recipients at once, then CMR is issued separately for each of them.
You can fill out the bill of lading yourself, or you can use the services of third-party companies for a small fee.
TIR
The abbreviation means "international road transport". In Russian the abbreviation looks like this: MDP. The TIR Carnet is a document with tear-off pages used at customs. TIR gives the right to carry out cargo transportation between states.
At each customs point, one sheet of this book is torn out, leaving the completed spine. This document makes it possible to undergo a simpler inspection procedure.

In Russia, TIR is issued by the Association of International Road Carriers (ASMAP).

TIR looks like a large notepad. It has its own unique code, consisting of two letters in Latin, and a number of seven digits. There is a stamp on the cover that indicates the validity period of the book. For each new overseas transportation, a new book is required.
The driver does not need to have the TIR, but without it, clearing customs will be a very slow process. An additional convenience will be provided by an image of a TIR sign, which can be attached to a truck or truck.
Permission (Permission)
This is a special document that allows cargo transportation on the territory of other states. In other words, this is an international permit for cargo transportation. You cannot use one such permit constantly; each trip requires a new permit. In any state, different institutions deal with this. In Russia, for example, ASMAP.
Permits can be of three types: bilateral, trilateral, transit. A bilateral permit allows for the transportation of goods from one state to another, using carriers either from the recipient state or from the supplier’s country. That is, if you need to transport something from Russia to Lithuania, then only Russian or Lithuanian carriers can do it.
Tripartite authorization allows transportation to persons from countries that are neither senders nor recipients. That is, a French driver, for example, can transport cargo from Latvia to Estonia.
There are different types of permissions, it depends on the country. There are permits that allow loading, unloading and transit in all directions. There are stricter permits that allow only loading and unloading or only transit. And in Austria, for example, each such action requires its own separate permission.

It would be great to limit ourselves to only the previous papers, but, unfortunately, to carry out international cargo transportation, many more forms need to be filled out and many permits must be obtained, namely:
- EKMT or CEMT is a document that gives the driver the opportunity to freely work and travel among the countries that participate in the ECMT. This permit allows for an unlimited number of cargo transportations, but only during the period specified in the document. CEMT includes 54 countries, including most of the CIS countries, the European Union, and the Russian Federation.
- The sealing certificate indicates the admission of transport to cargo transportation under customs seals.
- An ADR permit allows you to transport dangerous goods. For example, an ADR permit must be issued for toxic and flammable substances.
- A certificate of origin confirms that the product to be transported was entirely created or processed in the country where the document was issued. Different states have different forms of this paper. In the Russian Federation this is a certificate of the ST-1 form.
- The packing list contains information about the product, recipient and supplier, packaging, product weight, foreign economic activity codes.
- Invoice is a document showing the purchase and sale between the supplier and the addressee. As a rule, the invoice indicates the name of the product, the cost of one unit and the total amount of payments. Taxes must also be present in the document.
Interaction with service providers (carriers)
The most difficult thing when starting work on international routes is to choose reliable carriers who will be able to provide cargo delivery services at prices below the market.
The best carriers from Europe in terms of price and service provided are Belarusian and Lithuanian contractors. Until recently, many transport companies worked with transport owners from Ukraine, but in light of recent political events, working with them has now become impossible.
If we talk about the delivery of goods from China, it is worth paying attention either to local partners from the Middle Kingdom, or to enter into permanent agreements with lines transporting containers from this region. Delivery of goods from Southeast Asia is usually carried out through key ports of Russia: in the north-west of the country this is St. Petersburg, in the south of Russia logistics are built mainly through Novorossiysk or Azov. The most famous shipping lines are Maersk, MSC, ZIM, Arkas. It should be borne in mind that it will be possible to obtain competitive conditions from contractors only if there are large volumes of transportation. Therefore, it’s time to move on to the next point – sales.
Types of contracts
Signing the contract.
There are three types of cargo transportation contracts:
- Agreement on road transport of goods. It includes the fact that the carrier must bring the required cargo to a predetermined place and hand it over to the person responsible for receiving the goods. The one who ordered the transportation must pay a set amount of money.
- Charter agreement for road transport of goods. The customer of cargo transportation receives from the carrier payment for all or only some part of one cargo vehicle or even several at once for a certain number of flights.
- An agreement on the organization of road transport of goods is concluded for regular cargo transportation.
Choosing a business format
Let us immediately draw attention to the fact that the amount of investment in this business is not always proportional to the “exhaust” that you will receive from it. Yes, you can spend a lot of money on purchasing your own transport that meets the requirements of the international market, and developing a cool application for tracking cargo along the way, but... is it worth it? At first, it is much more correct to concentrate efforts on providing quality service and keep prices low.
Therefore, in the case of international transport, the model of work in the format of so-called freight forwarding looks much more logical.
With this approach to organizing operational processes, you find foreign contractors who take care of the delivery process itself, and earn money on the value added to transportation. Typically, margins range from 10 to 20 percent.
What to pay attention to when filling out accompanying documents for cargo
- In the TIR, in the fifth column, you must correctly indicate the number of the waybill.
- The codes of the foreign economic activity product nomenclature should not differ from the codes in the invoice.
- The weight and locations must be the same as in the invoice.
- The most important columns in the waybill are: 1 – 5, 13, 16 and 22. Their contents must be reliable and must not conflict with other documents.
- In the Invoice, in addition to the exact cost of the goods, indicate the currency in which the payment was made.
Organizing international cargo transportation is a more complex process than intercity transportation due to the number of documents. If anything is filled out incorrectly, the information will be inaccurate and transportation will become impossible.
