This article will focus on the order of the Ministry of Internal Affairs of the Russian Federation “On approval of forms of documents identifying a vehicle and requirements for them,” which introduces new forms of vehicle passports (PTS) from November 1, 2021
To begin with, let me remind you that the order consists of two large parts. The first part came into force on January 1, 2021 and deals with new vehicle registration certificates. These innovations are described in detail in a separate article on pddmaster.ru:

The second part of the document is devoted to new PTS. These are the ones we will talk about today:

What will the new vehicle passport look like?
In general, the format of the vehicle passport remains the same . The document is an A4 sheet.
The right half of the front part is filled out during the initial registration of the PTS; information about the car itself and its manufacturer is entered into it.
As for the left half of the front part and the back side of the passport, they are divided into 6 identical parts, in each of which information about the next owner of the car is entered.
Detailed description of PTS
So, the format of the passport will not change from November 1, 2021, however, individual fields of the document will be updated. For example, the right half of the front part would look like this:

The fields “Year of vehicle manufacture”, “Technically permissible maximum weight, kg”, “Weight in running order, kg” actually simply changed their names. They will contain the same information as before.
Updated field “4. “Vehicle category” will be filled out according to the new rules, this will be discussed below.
Regarding the fields “Signature” and “M.P.” (place of seal), in which the signature and seal of the official who issued the vehicle passport is placed, then these fields are absent in the new form.
Note. It is possible that there was an error in the text of the regulatory document, that is, the fields “Signature” and “M.P.” I just forgot to add it to the form. This option is supported by the fact that the PTS registration rules contain clauses regulating the filling out of these fields. That is, there are no fields themselves, but the rules for their design are present.
How to find out that a car is being sold with a duplicate title
If you are planning to buy a car, be sure to check it for a duplicate title. He should be especially wary if the car is new or is being sold after a small number of owners (from one to five). If the original is lost or damaged and a copy was issued for this reason, you can take the car, but if the car is a credit car, you should not contact the seller.
You can test your car for a duplicate through the Autocode service. The full report will display the number of owners, the history of registration actions, the total life of the vehicle, changes in the design of the vehicle, traffic police restrictions, deposits, unpaid fines and other problems.
Let's say we want to buy this Hyundai Elantra.
We enter the license plate number on the main page of the site and after 5 minutes we receive a full report.
The summary data shows that the car was used by two owners, the last one for only seven months. If there are only a small number of owners, a duplicate title card has been issued to the car. In theory, we need to find out what happened to the original. But if you look at the entire history of the car, you no longer want to ask unnecessary questions.
Firstly, the car was always used for commercial purposes.
Secondly, with such active use, it should have a high mileage. At the time of sale, 47 thousand were displayed on the dashboard, although the year before that the mileage was recorded at 138 thousand km.
A few months before the penultimate maintenance, the numbers on the odometer also “melted” - up to 5,000 km. In just four years of ownership, the first owner reduced the mileage three times.
Thirdly, the car is broken. The Elantra has been involved in accidents four times.
Plus there are two calculations for repair work. The last one - for 200 thousand rubles - was not included in the traffic police database.
Judging by the cost of the work, the impact was severe. The front bumper, front fender and left front wheel, radiator grille and other parts were replaced. Buying a broken, worn-out car with a duplicate title is not an option if you don’t want problems and constant investments.
Check your car history now!
The Autocode service report also displays data from the PTS:
- car make and model;
- VIN;
- year of issue;
- vehicle weight;
- steering wheel location;
- engine model and number;
- engine volume and power;
- body color.
Be sure to check the engine and VIN numbers with those stamped on the car. If you find discrepancies, refuse to purchase.
Where can I get a vehicle passport?
2. The registration of the passport is carried out by the divisions of the State Road Safety Inspectorate of the Ministry of Internal Affairs of the Russian Federation, which are entrusted with the responsibility for providing the state service for registration of motor vehicles and trailers for them3, in replacement of lost ones, which have become unusable, as well as if it is impossible to use them further due to filling out all the details on a change in the ownership of a vehicle at the request of the owner of the vehicle when performing registration actions in relation to the vehicle.
Paragraph 2 of Appendix 3 to the order of the Ministry of Internal Affairs states that from November 1, 2021, new PTS will be issued only at the State Traffic Safety Inspectorate .
Let me remind you that until November 1, 2021, PTS, in accordance with the Resolution “On the Introduction of Vehicle Passports,” can also be issued:
- manufacturing organizations;
- customs authorities of the Russian Federation.
And when briefly studying the regulatory documents, the driver may have a misunderstanding. Why can't manufacturers and customs issue PTS? Will the traffic police now be added to this chain and the procedure will become more complicated?
In fact, the answer to these questions is very simple. From November 1, 2020, paper PTS will no longer be issued for new cars or cars imported from abroad. Electronic PTS will become mandatory for them:

That is, both car manufacturers and customs authorities will immediately issue electronic PTS (ePTS). And paper PTS will be issued only by the State Traffic Safety Inspectorate and only for vehicles in use.
Do I need to change my documents?
No. Although the Orders of the Ministry of Internal Affairs have full legal force, they do not automatically impose obligations on citizens. To be more precise, the new requirements and forms of documents do not require replacing the current ones, because Order No. 676 itself does not indicate such.
Moreover, you may already have a driver’s license in 3 languages - for some time the traffic police issued them when replacing them as experiments.
And new forms of STS are mandatory for widespread introduction only from January 1, 2025. But even after this date, you do not automatically have the obligation to change the certificate, of course. This simply means that the old forms, if the registration departments do not run out of them by that time, will be prohibited from being issued to drivers when they perform registration actions.
Cancellation of the possibility of registration of PTS “by hand”
21. The passport is filled out using an electronic computer printer (except for a laser) or other printing device, or legibly by hand (in block letters).

This paragraph says that from November 1, 2021, it will be possible to issue a PTS only on a printer; it will not be possible to fill out the document by hand.
Note. You need to understand that we are talking specifically about issuing a PTS, that is, about filling out the right half of the front part of the passport by traffic police officers.
As for entering information into the PTS when the owner changes, then, as before, it can be entered with a pen “by hand”.
In principle, this innovation should not lead to any serious problems, because... Traffic police officers have been entering information into PTS using printers for many years.
Registration of the car after receiving the title
If you bought a new car or brought a car from abroad, you will have transit numbers, DCT and PTS in your hands. Within 10 days you need to obtain an MTPL policy, undergo a technical inspection and go to the traffic police to register the vehicle. From the documents you will need:
- passport;
- contract of sale;
- application for registration (can be picked up at the stand at the traffic police);
- PTS;
- STS (if any);
- OSAGO policy;
- receipts for payment of the state duty for making changes to the PTS and issuing a new STS;
- transit numbers.
If you will be registering the car not by you, but by another person, you need to draw up a power of attorney in his name. It is not necessary to have the document certified by a notary.
If you took the car from someone else, you still need the same documents. Instead of transit vehicles, you will go to the traffic police with old license plates, if the owner left them. If not, you will have to pay a state fee for new plates and get them from a company that specializes in producing state license plates. Such companies, as a rule, operate not far from the MREO.
First you will need to submit documents to the traffic police officer. If everything is in order with them, the car will be directed to the observation deck. There, the inspector will check the VIN, engine, body, etc. numbers with those indicated in the documents. If the policeman discovers a discrepancy in the license plates, the car will be taken to the impound lot and a criminal case will be opened, in which you will serve as a witness.
If everything is in order, the inspector will mark the inspection on the registration application and send it to the reception, where you will have to wait until the STS is prepared.
What abbreviations are allowed in PTS?
22. The text entered into passport forms must be reproduced legibly; the names of legal entities, surnames, first names and patronymics of citizens must not contain abbreviations, as well as the addresses of legal entities and places of residence of individuals. If there is not enough dedicated field, generally accepted abbreviations should be used.

It is allowed to indicate the abbreviated name of the legal entity in accordance with the information contained in the Unified State Register of Legal Entities.
There are several important changes to this paragraph:
- It is permitted to abbreviate the name of a legal entity.
- It is allowed to reduce the location of a legal entity, the place of residence of an individual entrepreneur or an individual.
- When abbreviating the name of a legal entity, in addition to generally accepted abbreviations, it is allowed to use the abbreviated name from the Unified State Register of Legal Entities.

How to fill in the “empty” fields in the PTS?
If the values of any details are missing or if it is impossible to set them, the entry “missing” or “not set” is made in the corresponding fields. Making entries, signs or symbols not provided for in these Regulations in passports or leaving details of details blank is not allowed.

The main difference is that in the new edition, only one value is provided for “empty” fields - “ absent ”. Previously, the phrase “not established” could also be included in the PTS, but from November 1, 2021 it will not be used.

Quite a lot of car enthusiasts choose to buy a vehicle second-hand. New cars are much more expensive in showrooms, but on the secondary market you can find a car to your liking. The main thing when making such transactions is to check the vehicle for the presence of various types of encumbrances.
How to check the PTS for a buyer
There are several ways to verify the authenticity of the main registration document. The simplest of them is to go to the traffic police post and ask the employees to check the car for theft. As a rule, employees do not refuse such a request.
Online car check
You can also use the website www.gibdd.ru. It contains the entire database, which allows you to see unpaid fines, restrictions on registration actions, information about the car and the fact of theft.
There are other sites that offer to check a car by VIN, but the information may not be relevant at the time of application. The most accurate data is contained on the traffic police website.
How to fill out when selling
When selling, the seller must put his signature on the title in the “previous owner” column. This can be done directly when drawing up the purchase and sale agreement.
The signature of the previous owner of the car in the registration certificate and in the purchase and sale agreement must match.
What to do if a mistake was made when filling out the PTS?
To begin with, let me remind you that in the event of a transfer of ownership of a car (for example, when selling it), the buyer and seller must jointly enter information about the new owner into the title:
How to fill out a title when selling a car?
To enter data, the next free “window” is selected. At the same time, if an error was made when filling out a field, then it makes sense to cross this field crosswise, and use another field to enter a new owner.
However, changes from November 1, 2021 offer another option:
If passport details are incorrectly filled out by individuals on the basis of concluded contracts (agreements) on the transfer (change) of ownership, the necessary changes and additions are made to the section “Special special dates of sale (transfer)”. Instead of the value “06/16/2020”, the value “06/16/2002” was added.
In this case, in order not to use an additional “window” in the PTS, you need to indicate in the “special windows” field: “Date of sale (transfer): 06/16/2020, corrected [signature of the seller] [signature of the buyer].”
In this case, the incorrect date in the main field should be crossed out.
Restoring PTS
The PTS restoration procedure looks like this:
- You arrive at the traffic police in a car whose registration certificate you are going to restore.
- Leave your car at the observation deck.
- Write an application addressed to the head of the MREO if you have not prepared the document in advance.
- Pay the fee if it has not already been paid.
- Submit a package of documents to the registration window of the traffic police.
- Find out if your car will be inspected. If an inspection is carried out, go to the inspection deck of your car with all the documents and wait for the inspector.
- After the inspection, the traffic police officer will sign the application.
- Submit your documents to the MREO again in the indicated window. You will be notified when the PTS and STS are ready.
New PTS and STS are usually issued on the day of application. In the “Special Notes” column of the duplicate PTS, the inspector will enter all previously issued passports. If something raises suspicion and additional checks are required, the process of obtaining a duplicate will take up to a month.
If the PTS is stolen, the replacement procedure will be different. Need to:
- Contact the police and open a criminal case regarding the theft of the PTS.
- Receive a certificate of closure of the criminal case.
- Submit an application to the traffic police to replace the vehicle title, attaching a certificate stating that the criminal case has been discontinued.
Due to fraud on the secondary market, buyers are wary of a duplicate title. Dishonest sellers or scammers take out a bank loan secured by the title, receive a copy based on loss, make a couple of payments, after which they put the car up for sale and stop paying off the debt. When the money stops coming in, the bank comes to the current owner and repossesses the car. Therefore, before changing the PTS, copy the original document, if it is preserved. At a meeting with the buyer, show a photocopy of the original - this will remove some of the questions and instill more confidence in you.
If after replacement you find the original PTS, hand it over to the traffic police.
Entering categories and subcategories into PTS
28. In line "4. Vehicle category (A, B, C, D, trailer)” indicates the category that corresponds to vehicle classification 1:
A - motorcycles, scooters and other motor vehicles;
B - cars whose permissible maximum weight does not exceed 3500 kg and the number of seats, in addition to the driver’s seat, does not exceed eight;
C - cars, with the exception of those belonging to category “D”, the permissible maximum weight of which exceeds 3500 kg;
D - vehicles intended for the carriage of passengers and having more than 8 seats in addition to the driver's seat;
trailer - a vehicle designed to be driven in conjunction with a vehicle. This term includes semi-trailers.
11. In line "4. Vehicle category" indicates the category or subcategory of the vehicle in accordance with paragraph 1 of Article 25 of the Federal Law of December 10, 1995 N 196-FZ "On Road Safety", as well as Appendix No. 1 to the technical regulations of the Customs Union4.

The items related to the inclusion of vehicle categories in the PTS have undergone serious changes.
From November 1, 2021, this paragraph will indicate 2 categories :
- category or subcategory of driver's license;
- technical category of the vehicle.
Let me remind you that similar information about the category of the car is included in the vehicle registration certificate from January 1, 2020.
For example, for the most common passenger cars, category B/M1 should be indicated in the PTS.
Registration certificate
STS is updating the form of the document quite a bit. This is how it will look officially according to the new “law”:

And now the main thing is that these amendments are being made to Order No. 267 on the form of the certificate, which has already been officially in force for more than a year. And try to find the differences between the new and old forms of STS! Didn't find it? And we didn’t find anything, except for a larger font on the back in 2 lines.
But the new changes now additionally regulate a number of non-standard cases:
- the expiration date for the temporary registration of the vehicle will be indicated,
- in some cases the engine power will be indicated,
- Among the possible primary colors indicated in the STS, in addition to white, yellow, brown, red, orange, purple, blue, green, black, another one was added - gray,
- but now another color cannot be indicated on the certificate,
- In special notes it is no longer necessary to enter information that the car is equipped with special signals.
And among other information in the registration certificate it is now possible to indicate the following data:
- information on the issuance of a certificate of conformity in the event of registered changes to the design of the vehicle,
- about the presence of customs restrictions,
- about the unique number of the device for calling emergency services (the newly-minted GLONASS system in new cars),
- about the presence of markings that were introduced after the machine was put into circulation,
- about inspections that were previously carried out by the Ministry of Internal Affairs,
- on the number of seats, excluding the driver's seat (for some trucks and buses),
- Full name of the owner of the car, if (if the owner is not the owner - for example, when leasing or renting).
Among the most interesting amendments to the certificate is the name of the color. Above we have given a list of possible ones that may be indicated in the STS. Thus, if your car is pink, then the document will say “red”. If it’s blue, it’s “blue.” If light green, emerald – “green”. The question remains which colors will be indicated for shades that cannot be classified as one of the listed ones. For example, for turquoise (blue or green), gray-blue (gray or blue, respectively), beige (yellow or brown).
Filling out the column “Ecological class”
36. In line "13. “Ecological class” indicates in words one of the environmental classes to which the vehicle corresponds.

The main difference is that the environmental class will now be indicated not only by a word, but also by a number .
