Smolensk CED is the electronic declaration center of Smolensk customs. It is located in the village of Stabna, Smolensk district, Smolensk region. Smolensk EDC, like other electronic declaration centers, is a completely new type of organization of work at customs posts. It is also subordinate to the Federal Customs Service of the Russian Federation, but, unlike traditional customs posts, it is not limited territorially. The Smolensk CED has the right to provide services for customs clearance of goods on the territory of any customs post of the Smolensk customs. This became possible thanks to the wider use of modern technologies compared to traditional customs posts, as well as the latest methods of declaring goods - preliminary declaration, electronic customs declaration. However, EDC services are not available to all participants in foreign economic activity (FEA) - electronic declaration centers can clear customs only those cargoes that belong to legal entities and individual entrepreneurs. To use the services of the EDC, a foreign trade participant must register as a legal entity or individual entrepreneur. Individuals carry out customs clearance of goods at traditional customs posts. In total, it is planned to create 16 EDCs - 8 regional, 2 regional, 6 specialized. Another 9 EDCs will receive the status of electronic customs offices.

Being a structural subdivision of Smolensk customs, the customs post Smolensk CED is authorized to carry out customs clearance of goods at any of 8 customs posts: Verkhnedneprovsky (code 10113010), Vyazemsky (code 10113020), Western information collection and analysis (code 10113040), Roslavl (code 10113050), Yartsevsky (code 10113070), Zadneprovsky (code 10113080), Krasninsky (code 10113090), Stabninsky (code 10113100). This is quite convenient, since from now on the declarant does not have to be personally present at the specified customs posts; it is enough just to submit a customs declaration to the Smolensk Electronic Declaration Center. As you can see, the area of ​​responsibility of the SED of Smolensk customs covers a fairly vast territory, including the Smolensk region along with the section of the State Border of the Russian Federation and the Republic of Belarus (Vitebsk, Mogilev regions). On April 30, Smolensk customs celebrated its 29th birthday. On the eve of this date, the head of the Smolensk customs, colonel of the customs service Vladislav LEKKY, answered the questions of the “Working Path”. He spoke about changes in the work of the department during the coronavirus pandemic, the upcoming merger of Tver customs units and the most prominent criminal cases initiated in the first quarter of 2020.

Coronavirus will not go away

— Vladislav Olegovich, how has the COVID-19 pandemic affected the work of Smolensk customs?
— In the context of the fight against the spread of the new coronavirus infection, our department ensures uninterrupted clearance of goods transported across the border at all customs posts, including during non-working days declared in Russia. A regime of maximum assistance has been created at customs in relation to essential goods and food included in the special list of the Ministry of Industry and Trade. These are food products (for example, canned food, granulated sugar, salt, drinking water, flour, butter and sunflower oil, pasta, raw smoked sausage and cereals) and non-food products (in particular, masks, antiseptics, napkins, soap, hygiene products, Products for children). Some of them, by decision of the Eurasian Economic Commission, are exempt from paying import duties. To resolve issues related to customs operations with these goods, a call center (phone number) operates at Smolensk customs from 9.00 to 21.00. Electronic declarations for these categories of goods are issued as a priority.

About the fight against “sanctions”

— How do the specialists of your department, and in particular mobile groups, cope with the flow of cargo that is now heading to the Russian Federation?
— The work is carried out promptly and without failures. One of the priority areas of official activity is countering the entry into Russia of prohibited goods subject to the food embargo. The main role is played by employees of the department for control of the import and turnover of goods (OKVOT), working as part of mobile groups. They are equipped with complexes of modern technical and software means of customs control. In the first quarter of 2020, OKVOT employees checked 2,766 vehicles. 80 heavy trucks with goods possessing characteristics of goods of a separate category were identified. Of these, 44 parties were expelled back to Belarus; seven parties destroyed; for 25 - additional verification is being carried out; The import of four consignments is permitted, and administrative protocols have been drawn up under Articles 16.11, 16.13, 10.2 of the Code of Administrative Offenses of the Russian Federation (lack of means of customs identification, violation of the route, veterinary and phytosanitary regime). Based on the results of the work of mobile groups, 23 cases of administrative offenses were opened. In total, together with Rosselkhoznadzor, 18 consignments of goods with a total weight of 305 tons were destroyed.

Fewer business trips, more remote work

— How do the rules of self-isolation and prevention of COVID-19 affect the dialogue between customs specialists and drivers?
Has this increased the verification time? — Working during a pandemic in general did not affect the time of control of consignments and customs operations. Of course, under the conditions of the high alert regime declared in the Smolensk region, we take care of the safety of our employees, providing them with personal protective equipment and disinfection. Especially those who, due to their official duties, come into contact not only with drivers, but also with participants in foreign trade activities. To prevent and reduce the risk of infection, some officials were transferred to remote work. Reduced the number of business trips to a minimum. Those returning from trips abroad are in self-isolation under medical supervision. All employees have their temperature taken before starting work. A number of other activities are also being carried out aimed at preventing and preventing COVID-19. All this work is managed by the operational headquarters created at the customs. Its decisions are binding on all customs officials and specialists. As part of security measures to prevent the spread of infection, the management of customs and customs posts has temporarily limited the personal reception of citizens. — How popular is remote work?

— Since the beginning of 2020, customs has received more than 2.3 thousand electronic requests from citizens and legal entities, of which 456 during the pandemic. As for the preparation of declarations for goods, which is also a request, 100% of declarations are goods are submitted to customs electronically. In the first quarter of 2021, 43.5 thousand of them were issued. The number of declarations issued automatically without the participation of an inspector exceeded 10 thousand. Each one takes on average three to five minutes, which reduces business costs and corruption risks in the work, since there is no human factor when deciding to release a product.

— What is the volume of goods processed in the first quarter of 2020 compared to 2019?
— The volume of all declared goods amounted to 583 thousand tons and decreased by 21% compared to the same period in 2021. The reason for the decline is the pandemic. If we talk about foreign trade turnover, it amounted to more than $2.2 billion, including with non-CIS countries - $2.15 billion (98% of the total turnover), CIS countries - $39.4 million (2%) . Compared to 2019, foreign trade volumes decreased by 16.9% as a result of a decrease in imports by 16.3% and a decrease in exports by 27.7%. During the first quarter of 2020, in the sphere of activity of Smolensk Customs, foreign trade activities were carried out by 2,660 participants in foreign trade activities (a decrease of 8.5% compared to the comparable period in 2021).

— What are the statistics and results for other indicators? How much money did your department transfer to the budget?

— Despite all the difficulties, the customs team approached the holiday with generally good results. In the first quarter of 2020, our regional department replenished the federal budget with 34.98 billion rubles. In terms of the number of completed declarations for goods (43.5 thousand) and export-import operations (2,660 participants in foreign trade activities), Smolensk customs is one of the leaders of the Central Customs Administration.

— How is the fight against crime in the customs sphere carried out?

— In the first quarter of 2020, 24 reports of detection of signs of crime were registered (in the same period last year — 20). After their consideration, Smolensk customs opened nine criminal cases, the rest were transferred to law enforcement agencies. Criminal cases initiated by customs related to payment evasion, smuggling of potent substances, evasion of duties to repatriate funds and smuggling of cultural property. Thus, in January 2020, a case was opened regarding the circumstances of the organization’s evasion of customs duties (clause “d”, part 2 of Article 194 of the Criminal Code of the Russian Federation) in the amount of more than 9.7 million rubles by providing false information to the customs authorities about the configuration of the imported goods. equipment. The criminal case is currently under investigation. Five criminal cases were initiated by customs as a result of interaction with the regional FSB Directorate on the circumstances of smuggling of potent substances (Article 226.1 of the Criminal Code of the Russian Federation). More than 510 grams were seized from illegal circulation. Another offense was an attempt to export 21 coins from the 18th to 20th centuries to Belarus with a total value of about 1.2 million rubles. After urgent investigative actions, the criminal case was sent under jurisdiction to the regional Investigative Directorate of the Ministry of Internal Affairs. In total, in the first quarter of 2021, Smolensk customs opened 705 cases of administrative violations, which is comparable to the same period in 2019 (707 cases). 640 decisions imposing penalties amounting to 282 million rubles were issued (2019 - 686 decisions worth 74 million rubles), goods and vehicles worth more than 44 thousand rubles were confiscated, and additional customs duties were collected in the amount of more than 1 million rubles.

Reorganization: everything according to plan

— Vladislav Olegovich, due to the COVID-19 pandemic, were the timing of the reorganization of Smolensk customs adjusted? In particular, a merger with Tver divisions and the creation of a Central Electronic Customs with a Central Electronic Customs Service? — There are no adjustments yet. To further optimize declarations as part of the reform of Russian customs authorities, in 2020 they plan to create a unified network of electronic customs offices and Electronic Declaration Centers (EDC). There will be eight electronic customs offices in total, and declarations will be concentrated in 16 centers. In the Central Customs Administration, the Central Electronic Customs was established on February 20, 2021. The creation of the Central Center for Electronic Declaration and the transfer of the region’s customs offices to the format of customs offices of actual control continues. As for the Smolensk customs, on March 27, an order was signed to join Tverskaya customs from October 1, 2020. Our scope of activity will expand significantly, and the Electronic Declaration Center of Smolensk Customs will cease to exist. As a result, customs will begin to exercise actual control over consignments of goods placed by participants in foreign economic activity in temporary storage warehouses located in the region where customs operates. Declarations for these goods will be submitted to electronic declaration centers, including the Central Electronic Customs. Such a system of interaction will eliminate contact between the declarant and the customs inspector, that is, it will eradicate the corruption component. The process of introducing promising technologies will be accelerated, including the automatic issuance of declarations in a matter of minutes, will reduce business costs, and will create all conditions for the convenience of work of conscientious and law-abiding participants in foreign trade activities.
