Former acting governor of the Astrakhan region Sergei Morozov, who resigned three months before the elections, was appointed advisor to the head of the Federal Customs Service

The former head of the Astrakhan region, Sergei Morozov, began working at the Federal Customs Service as an adviser to the head. Two sources close to the department told RBC about this. Morozov returned to the Federal Customs Service shortly after his resignation from the post of head of the region, RBC’s interlocutor close to the Kremlin confirms.
“Morozov returned to the department in June and was appointed adviser to the head of the Federal Customs Service,” a source told RBC. Previously, he already worked in the customs department as deputy head.
“From September 2017 to September 2018 - before his appointment as acting governor of the Astrakhan region - he was deputy head of the Federal Customs Service of Vladimir Bulavin. In this position, Morozov oversaw the work of the control and audit department and was responsible for the interaction of customs with the Federal Tax Service,” the source recalls.
After Morozov left the post of governor, sources from TASS, RIA Novosti and Interfax said that he would receive a position in one of the special services. An RBC source close to the presidential administration said that his work will be related to operational activities.
The former governor himself told RBC that he was not ready to communicate on this topic. RBC sent a request to the FCS press service with a request to confirm information about his appointment.
“I think this is a temporary solution, but it does not indicate Morozov’s significant political influence, nor his career prospects,” political scientist Rostislav Turovsky told RBC.
Considering the criminal cases against a number of officials who worked in Morozov’s team, it is difficult for the former interim to count on the favor of the federal center, the expert considered.

Last year, in an interview with RBC, Morozov, being the governor of the Astrakhan region, said that his career began with working as a navigator on a dry cargo ship. He served his military service in the border troops, where he often competed in hand-to-hand combat. While serving in the army, he was offered to transfer to the FSO. From 1994 to 2021, Morozov worked in various positions in the service, including as an aide-de-camp to President Vladimir Putin.

In September 2021, Morozov took the position of deputy head of the Federal Customs Service, and in September 2021, the president appointed him acting governor of the Astrakhan region.
In June of this year, Morozov resigned from the post of acting governor of the Astrakhan region three months before the elections with the wording “of his own free will.” He was replaced by Igor Babushkin, a native of the FSB. In mid-July, criminal cases were opened against several officials who worked under Morozov and his predecessor Alexander Zhilkin in the regional administration. The resignation came as a surprise to political scientists interviewed by the Caucasian Knot, who believe that although Sergei Morozov did not take any noticeable actions, his chances of winning the elections for the head of the region in September were quite high.
