Peculiarities of import and customs clearance of adult and children's clothing by individuals
Recently, in the era of Internet globalization, our citizens have been purchasing a large number of adult and children's clothing in foreign online stores in the countries of China, Turkey, the USA and Europe (Germany, Italy, Great Britain, France, Poland, etc.) which carry out or organize delivery of goods to Russia using international express carriers such as: EMS, TNT, DHL, UPS and others. It must be remembered that when importing goods in 2021 with a total weight of up to 25 kg and a cost not exceeding 500 euros (from 2020, the cost norm will be reduced to 200 euros per month) and not related to commercial consignments, customs duties are not subject to payment. But there are cases when customs detains a parcel at the place of customs clearance and sends a notification to the recipient about the need to appear and pay the necessary customs duties in case of exceeding the permitted import standards, in which case the customs duty will be 30% of the amount exceeding the permissible value, or 4 euros for each kilogram of weight. In such cases, the recipient can contact our company for help and we will help you find a legal solution for clearing your goods at customs!
Features of customs clearance of shoes and clothing
ATTENTION!
We work only with legal entities. When clearing clothes from the EU, Turkey, and Asian countries through customs, it is necessary to take into account the nuances that you need to familiarize yourself with before going through control. Basic moments:
- declaration is carried out in batches weighing from 35 kg and costing from 65 thousand rubles;
- Most goods are subject to duty in euros based on weight in kg;
- piece-by-piece duty is practiced when importing leather and fur products;
- when importing products from certain countries, it is possible to receive benefits; to provide them, you need to prepare a certificate of origin for the clothing;
- adult clothing is subject to VAT at 20%;
- children's clothing (up to 14 years old, from 14 to 18 years old - already teenagers) is subject to a reduced tax - 10%;
- used clothing is subject to a higher duty - 20% for each ton, including VAT;
- When importing branded products, you need to check through the OIP database whether they are covered by intellectual rights; such goods require an import permit from the manufacturer.
When importing certain items of clothing and footwear, a sanitary and epidemiological examination may be required.
Customs clearance of imports when importing clothing into the Russian Federation or export when exporting
We carry out customs clearance (customs clearance or clearance) of clothing for adults or children at any customs office in Russia.
When importing clothing into the Russian Federation: The main countries supplying adult and children's clothing to the Russian Federation are the countries of Europe, Asia and the USA: Germany, Poland, Italy, France, Spain, China, India, the United States of America. At customs in Russia, when importing clothes, the following is paid:
- Customs duty depending on the type of goods (HS code) for most is 10% duty or 1.75 euros/kg;
- VAT: 20% on adult and 10% on children's clothing (0% on clothing for the rehabilitation of the disabled).
When importing goods from Georgia, Serbia and CIS countries (except Ukraine) on the basis of a certificate of origin, no duty is paid! From developing countries, a duty of 75% of the base rate is established, i.e. 25% less.
For customs clearance of these goods, customs will need to provide a quality certificate - a Declaration of Conformity issued by an accredited certification body of the Russian Federation or member states of the Customs Union. The cost of such a document is about 7000-8000 rubles and is valid for 1 year.
For children's products, it is mandatory to provide a Certificate of State Registration (CGR).
Trademarks registered in the ROIS (Register of Intellectual Property Objects) can be cleared through customs only on the basis of a power of attorney from the copyright holder in the territory of the Russian Federation.
Register of Intellectual Property Objects (ROIS)
When exporting clothing from the Russian Federation: The procedure for customs clearance of cargo for export is a little simpler than for import. From 09/04/2018, nothing is paid to customs when exporting clothes (previously, only a fee for customs clearance was paid to customs - 750 rubles!) For some countries, it may be necessary to issue (receive) a certificate of origin ST-1, ST-2 or FORM A, giving the right to preferences in the payment of customs duties when importing into the country of destination.
Import and customs clearance of goods from Turkey
Türkiye is one of the most popular destinations for importing clothing items. Turkish products are characterized by low cost and high quality indicators. It is easy to purchase, especially for bulk orders. But customs clearance in Turkey, like any other customs process, is only possible for experienced businessmen.
Usually, Turkish clothing is transported by third-party transport companies to pass control. Most often, Russian enterprises order delivery from a warehouse to Istanbul, and from there to customs clearance points. When transporting goods from Turkey to Russia, prepare the following information about imported products:
- type of product;
- type of fabric - knitwear or not;
- age category (children, teenagers, adults);
- floor;
- sizes according to the type of clothing;
- exact composition indicating percentages;
- brand and manufacturer, country of production;
- vendor code;
- weight of individual products;
- price.
Customs clearance of goods from Turkey is generally easier than control of products from the EU. Turkish brands rarely enter their products into the OIP database, so the importer is almost never turned away at the border due to the lack of a distribution license. Another advantage is the lower cost of products, which means reduced duties at the border.

An example of calculating customs duties from Turkey
Let's look at a simple example of calculating customs duties for cargo from Turkey. The recipient is a legal entity that imports into the Russian Federation household vacuum cleaners with a built-in electric motor ARNICA, 400 pieces. The calculation is carried out within the framework of the IM-40 regime (Release for domestic consumption). The cost of the goods under the contract is 82,600 Euros, with logistics to the border, the customs value is 5,250 Euros, the final cost of the consignment is 87,850 Euros.
According to the HS code 8508 19 000 9, the duty rate is 3%, VAT 20%, and not subject to excise tax. You can view the data here.
Customs payments are calculated from the customs value according to the following formula:
Customs value (hereinafter referred to as CV) = the cost of the goods under the contract + the cost of transporting the goods to the border with Russia (transportation within Russia is not taken into account).
The Euro exchange rate on the date of filing the declaration is 73 rubles. TS = 87,850 Euro * 73 = 6,413,050 rub. Duty rate 3% = 192,391.5 rubles. Imp. coefficient duties (with confirmation of occurrence) = 192,391.5 * 0.75 = 144,293.625 rub.
VAT = 20% of the vehicle + customs duty
VAT = (6,413,050 + 144,293.625) * 20 / 100 = 1,311,468.725 rub.
At customs, a fixed customs duty is paid, which has its own calculation formula:
TS of goods | Customs duty amount |
does not exceed 200 thousand rubles inclusive | 500 rubles |
From 200,000 rubles 1 kopeck or more, but does not exceed 450,000 rubles inclusive | 1,000 rubles |
From 450,000 rubles 1 kopeck or more, but does not exceed 1,200,000 rubles inclusive | 2,000 rubles |
From 1,200,000 rubles 1 kopeck or more, but does not exceed 2,500,000 rubles inclusive | 5,500 rubles |
From 2,500,000 rubles 1 kopeck or more, but does not exceed 5,000,000 rubles inclusive | 7,500 rubles |
From 5,000,000 rubles 1 kopeck or more, but does not exceed 10,000,000 rubles inclusive | 20,000 rubles |
From 10,000,000 rubles 1 kopeck or more | 30,000 rubles |
Customs payments = VAT + Customs duties + Customs duties
Total payable = 1,311,468.725 (VAT) + 144,293.625 (Duty) + 20,000 (Fee) = 1,475,762.35 rubles
The given results of calculation of customs duties are for informational purposes only and are not final. The actual amount may differ depending on the country of origin, HS code, exchange rate and other economic and political factors.
