“Last year, trade turnover between our countries amounted to about $2 billion,” Rahmon said.

However, according to the Statistics Agency under the President of the Republic of Tajikistan and the Customs Service of the Republic of Tajikistan, the volume of foreign trade turnover of Tajikistan with China in 2021 amounted to only over $651 million. Thus, the difference in indicators is more than three times.

According to Tajik experts, the large difference in statistics indicates not only the difference in accounting methods, but also the volume of smuggling.

Other experts also say that the difference between statistics arises due to the import of a large volume of contraband into the country. “Chinese statistics are a little inflated, since it is profitable for Chinese companies to show large export turnover (they receive tax breaks).

But the volume of smuggling can be 50% or more of the official volumes.

Now there is much less of it, but there are other ways of smuggling - undervaluation or changing the product position. The budget is losing quite a lot,” an economic expert who wished to remain anonymous told CABAR.asia.

According to him, “mostly, smuggling is carried out by people associated with influential officials or their relatives.” The expert called these people “close associates.”

“In addition, close associates have official benefits that are valid from year to year,” says the expert.

Businessman: There are bypass sections on the border

But according to entrepreneurs, many Tajik businessmen are, to some extent, smugglers.

“They are forced by unhealthy competition, as well as the desire to earn more money. There are very few entrepreneurs who show the full volume and real cost of the goods,” says businessman Sharaf Salimov (name and surname have been changed).

Salimov says that there are areas on the border where it is very easy to transport goods without registration.

“For example, in the Sughd region there are a lot of such areas on the border with Kyrgyzstan. Of course, our and Kyrgyz customs officers know about this, but for a reward they turn a blind eye. Kyrgyz, Russian and Kazakh goods are mainly supplied through these areas,” Salimov said.

According to him, goods can also be transported through the checkpoint without registration or at a low cost, but this requires an acquaintance at the Customs Service.

“If the volumes are small, then you can negotiate with ordinary customs officers, but if they are large, then you need to look for a cover,” says Salimov.

According to him, entrepreneurs mainly agree on the clearance of goods at a low cost.

“There are other ways: hiding the full volume, several identical cars with the same state number, and others. It is possible that the cars of very influential people pass through the checkpoint without any registration,” says Salimov.

Unhealthy competition

Experts say that this practice (letting goods through without going through the customs procedure), firstly, loses the country’s budget, which does not receive large amounts of money as a result. Secondly, the principle of healthy competition is being destroyed.

“This situation does not allow entrepreneurs to work in equal conditions. One bunch makes good money, but others cannot. There is no live competition. In addition, “preferential” importers create unhealthy competition in the domestic market, as a result of which conscientious suppliers of goods are forced to curtail their business,” says Payrav Chorshanbiev.

According to Salimov, he witnessed how entrepreneurs stopped business due to unhealthy competition when importing goods.

“Young entrepreneurs who entered business without knowing the pitfalls very often later abandoned it. Only purposeful and nimble guys remain, who will eventually find the necessary intermediaries in power to continue their work,” said Sharaf Salimov.

The President is aware

The country's President Emomali Rahmon has repeatedly spoken about the problems of smuggling of goods and bribery of Customs Service employees. However, on May 10, at a meeting with employees of the country’s financial, tax and customs sectors, he sharply criticized the work of this department and publicly interrogated one of the employees, Shahboz Rajabzoda.

In the plot of the meeting, which was broadcast on state channels, the president invites Rajabzoda to the microphone and asks about his biography and property. In particular, Emomali Rahmon asked the customs officer how many houses and cars he had where he studied.

Emomali Rahmon said that Rajabzoda was expelled from the university for poor academic performance and that he does not obey anyone.

He called the scheme for smuggling goods “Tajik nanotechnology”, which “eats” the latest technologies. Emomali Rahmon also exposed schemes for smuggling goods through checkpoints.

“There are two ways to smuggle goods: 1. When the car passes, the camera films. They remove license plates and install them on the second and third cars. In fact, 2 cars pass, but only one is registered. 2. When the goods arrive at the checkpoint, the employees collude with the owners of the goods, reduce the cost, and set prices as they want,” the country’s president said at the meeting.

Rakhmon also said that “the documents indicate some goods, but the car contains completely different ones.” According to him, all this smuggling “is carried out with the support of senior customs officials.

According to the Customs Service, more than 4.3 thousand facts of offenses were registered in 2021. Of these, 72 cases were classified as crimes.

As a result of consideration of 4208 cases of administrative offenses, 3956 individuals and legal entities were brought to administrative responsibility. About 16 million somoni (about 1.6 million US dollars) of customs duties were collected and fines amounting to more than 7 million somoni (about 700 thousand US dollars) were issued.

The Parliament of Tajikistan, following criticism from the president, at the end of May ratified the Additional Protocol to the Convention on the Contract for the International Carriage of Goods by Road, concerning the electronic consignment note. Speaking on May 29 before deputies of the lower house, Minister of Transport Khudoyor Khudoyorzoda noted that the transition to electronic invoices reduces the time for moving goods and collecting customs duties when crossing borders. However, entrepreneurs still hope for equal rights and transparent systems. According to them, it is transparency that can reduce corruption.

“Unhealthy competition also exists in other systems related to entrepreneurship. I think we should give everyone the same opportunity and reduce the workload. So that everyone can work and bring profit to the country’s budget.

If everything is transparent, no one will evade paying duties and taxes.

Naturally, corruption will be reduced, and the money will go to the budget,” says Sharaf Salimov.

The expert noted that for positive changes there is not enough political will to remove the influence of “close” people.

“If there is strong political will, then this problem can probably be solved. But with the current employees and the current government, this will be a temporary phenomenon. Goods of persons associated with influential officials will also be smuggled. All main flows of commodity imports are monopolized. Therefore, if you do not change the entire structure of customs, and do not remove the influence of “close” people, smuggling will not go away,” the expert concluded.

The World Bank has published research data on the impact of the pandemic on the socio-economic picture in Tajikistan.
