In 1992, he was appointed head of the Russian FSB Directorate for the Nizhny Novgorod Region. Over the 15 years of work in this position, Vladimir Ivanovich made a significant contribution to ensuring state security policy in our region.

Dedication, in-depth analysis of problems and a responsible approach to business allowed the regional management under the leadership of V.I. Bulavin to achieve high results in his activities. Clearly aware of the importance and significance of the special service in ensuring the security of the Russian Federation, especially in the context of ongoing reforms, he carried out a huge amount of work on the reorganization and development of management, as a result of which the Russian FSB Directorate for the Nizhny Novgorod Region was recognized as one of the most effective territorial security agencies, and Vladimir Ivanovich was appointed chairman of the Council of Chiefs of the FSB of Russia in the Volga Federal District.
