When is it issued?

According to paragraph 3 of Article 105 and paragraph 3 of Article 260 of the Customs Code of the EAEU, a passenger customs declaration (the usual abbreviation - PTD) is used when it is required:

  • declare goods when crossing the border (we are talking about goods for personal use, not for commercial purposes);
  • place goods under a special customs procedure of customs transit.

Also, the PDD is provided at its discretion in relation to goods for personal use that are not subject to customs declaration (clause 10 of Article 260 of the EAEU Labor Code).

You do not need to fill out a PTD if you are transporting items across the border whose weight and value fall within the duty-free import limit. In 2021, this limit is as follows.

When is a passenger customs declaration completed?


To inform the customs service that a person crossing the border has goods, it is necessary to fill out a customs declaration.

Practice shows that many citizens do not have a clear idea of ​​what exactly can be considered goods intended for personal use. That is why these criteria are determined by law: the nature of the goods, their quantity, the frequency of crossing the border by the person transporting the goods. The absence of a completed customs declaration means that there are no goods that need to be declared.

What goods are declared

The declared goods include (clauses 1, 5, clause 1, article 260 of the EAEU Labor Code):

  • those carried in unaccompanied baggage (separate from the owners);
  • left by the carrier;
  • cars for personal use (except for those registered on the territory of the EAEU) and their components (parts);
  • those that are transported across the state border in compliance with prohibitions and restrictions (Article 7 of the EAEU Labor Code). In this case, it is required to document compliance with these prohibitions and restrictions mentioned in the Customs Code;
  • those for which tax or duty must be paid;
  • those that people import in their own luggage (which they carry with them), if these goods are exempt from duties and taxes;
  • temporarily imported cars, motorcycles and other vehicles for personal use located on the territory of the Union, in the cases provided for in paragraphs 5, 7 and 12 of Article 264 of the EAEU Labor Code;
  • cash (currency or rubles) and traveler's checks, if the total amount exceeds an amount similar to 10,000 US dollars, converted at the exchange rate valid on that day;
  • other monetary instruments, with the exception of traveler's checks;
  • cultural values ​​and cultural heritage sites;
  • items for personal use, sent from abroad by mail;
  • coffins with bodies and urns with the ashes of those who died abroad (in this case, instead of the PTD, it is allowed to draw up a statement in any form).

What does the form look like and where can I get it?

You will be given a form of this document (CBP Form 6059B) either at the airport or on the plane. If you decide to travel by water, the form will be provided on the ship. You can, of course, enter information into the form upon arrival in America, however, it is better to do this on the plane. First of all, this is convenient because you will have enough time on board to fill out the document. You can do everything as carefully, thoughtfully and slowly as possible. It would also be wise to take care in advance of having a pen with you to fill out the form (any color is allowed).

Customs Declaration has the appearance of a corporate paper form, colored blue. It is filled out in one copy, all information is recorded exclusively in English . It has two sides. Tourists fill out only the front side of the declaration. Information must be entered legibly, ideally in printed font. Corrections to the document are not allowed. If a family enters the United States, then one such declaration is issued for all its members .

For example, you have planned a business trip to the USA and are flying there with your colleague. Then each of you will need to fill out one copy of the declaration. If you are flying to America with your family, say, as tourists, then you need to fill out the form one at a time, indicating the number of relatives who are flying with you.

On the front side there are empty fields for entering personal data. At the top of the back side of the sheet there is information on how to enter data; at the bottom there are some empty fields. They must be filled out by those who bring any goods into America (personal items are not included).

Form 2021

As of 02/01/2020, a new form of traffic documentation is in effect. The procedure for filling out is found in the decision of the EEC board No. 124 dated July 23, 2019, the form consists of two parts

  • main part of the PDD;
  • applications to it.

The application must be completed when declaring imported money in an amount over $10,000 (per person entering), bills, checks (bank and traveler's checks), securities (clause 7, clause 1, article 260 of the EAEU Labor Code; clauses 11, 20 procedure, approved by decision of the EEC board No. 124 dated July 23, 2019). There are peculiarities when one person simultaneously moves across the border of the EAEU cash currency in the amount of over 100,000 US dollars (in terms of any imported currency by one person). In this case, a sample for filling out a passenger customs declaration in 2021 contains information about the origin of funds and instruments.

Use the following documents:

  • issued by credit institutions (banks) when withdrawing funds from an account, obtaining a loan, or performing conversion transactions;
  • confirming transactions (inheritance, donation and others).

Failure to provide them will make the movement of cash across the customs border of the EAEU impossible.

PTD forms are located at the places where customs operations are carried out (paragraph 4 of clause 2 of the procedure, approved by the decision of the Customs Union of Customs Union dated June 18, 2010 No. 311). Draw up the document in two copies and hand it over to the customs officer.

Filling out the migration card

You will need a migration card when going through passport control. This is a common practice accepted in many countries. But the American form has many more points. Consequently, even seasoned travelers can get a little confused.

A migration card is issued on board the aircraft for each passenger (except for US residents), incl. for children.   1. Surname . It must match how it is written in the passport and on the American visa.
  2. Name.
  3. Date of Birth . The format is not typical for Americans: first comes the day, then the month, and at the very end the year.
  4. Citizenship . Citizens of the Republic of Belarus write BELARUS.
  5. Floor . MALE for male travelers and FEMALE for female travelers.
  6. Passport ID.
  7. The flight number on which you arrived in the United States and the name of the airline . This information is indicated on the ticket/boarding pass.
  8. Country of Residence.
  9. The city where you boarded the plane . If the flight has a transfer, it is not the city where you made the transfer that is indicated, but exactly the place from which you originally departed.
  10. City where you applied to enter the United States and received your visa.
  11. Visa receipt date . The order of numbers is familiar to Belarusians - day, month, year.
  12. Residence address in the States . Only the street, house and apartment numbers are indicated. If you plan to move from city to city, only the first address is entered.
  13. The name of the city and state where you will live in the USA . Additionally, enter your postal code. Common abbreviations can be used to indicate the state.

The I-94 map is divided into 2 parts. There are fewer questions at the bottom, and they all repeat points from the first part. Fill it out by analogy. You will need this part when departing from the USA.

It is advisable that you already have a completed Form I-94 in hand when you board. Doing this at the airport is not so convenient. In addition, this may cause queues, especially if you are traveling in an organized group.

Important points

During passport control, you may be asked a couple of questions about the purpose of your trip, whether you have been to the USA, who you are visiting, etc. Then they will check your documents that you submitted for the visa. You should be aware that a visa does not provide any guarantee of being in the United States. It only provides the right to enter the United States to obtain this right. It is important to know that the visa you received from the US Embassy does not guarantee your entry into the US. It only allows you to get to the point of entry, that is, to the airport.

Permission to enter the country, as well as a decision on the length of stay, is made by an officer of the Department of Homeland Security during an initial inspection. The visa is valid for 1 year multi, which means that you can enter the United States several times during the year, but does not give you the right to stay in the United States for as long as the visa is valid, that is, a year.

Once you arrive at the airport, you will need to provide Form I-94 to a US Department of Homeland Security inspector. After which he can ask a couple of questions and give you the treasured document. If he has any doubts, he will call an inspector of a higher rank.

Where is it issued?

However, experienced travelers download the form while at home and fill it out in advance so that there is no need to ask strangers for help while traveling.
