  • cost;
  • masses;
  • engine volume ( cm3 );
  • engine type (petrol, diesel, hybrid, electric);
  • status of the subject of import (individual or legal entity).

For example , with a car cost of 9 thousand euros , volume 1.6 , 106 hp. , diesel engine and import by an individual, customs clearance of the car will cost $5,106 . For 1 cm cube. engine you will have to pay 2.5 euros . A car with an engine capacity of 2.5 liters. , with a similar age and cost, customs clearance will be $9,163 - at a rate of 3 euros per 1 cubic meter. see. The cost of the procedure depends on the specific car and the country from which it is imported.

Old cars are very expensive to import.

For example , a BMW e39 c with a diesel engine is over 7 years old . $18,170 to enter . (more than 1 million rubles ) at a rate of 5 euros per cubic meter. see engine. Experts say that it is not profitable to drive cars from Europe; it is much more profitable to drive cars from Russia and sell them in Europe (Mercedes AMG, etc.).

It represents the opportunity to import a car at reduced customs duties. Prerogatives are allowed only if the requirements for the vehicle are met, as well as taking into account the status of the subject of customs legal relations.

It is carried out at customs posts and is preceded by external and internal inspection of the vehicle, as well as environmental assessments.

What is this

Preferential customs clearance is an opportunity to enter a car without paying customs duties and other financial contributions. Citizens of member countries of the Eurasian Economic Union and the Customs Union can take advantage of the right to benefits.

There are no benefits for citizens importing cars from the West.

They are also not available for commercial organizations that import vehicles as a business activity. You can clear a car with zero mileage or in used condition through customs.

Temporary import of cars

If a foreign citizen who has citizenship of another state comes to Russia for a long time, he has the right to bring with him his car, registered in his home country. Such import is considered temporary and is exempt from taxes and customs duties. But on such grounds, the car can remain in Russia for no more than a year.

What is regulated

The law on preferential customs clearance has been adopted and has been in force since 2010.

clearance procedure is regulated by the EAC customs rules , as well as the EAC Customs Code , as well as instructions on the procedure for importing vehicles into the territory of the Customs Union .

There is also an agreement on the movement of vehicles into the territory of the Customs Union dated June 18, 2010 . Liability for failure to declare a car is regulated by the Code of Administrative Offenses of the Russian Federation.

What benefits are there for disabled people during customs clearance of cars in Russia?

Unfortunately, in Russia there are no benefits for disabled people of groups I, II and III when clearing a car through customs. The following can clear a car through customs without paying duty:

  1. Refugees wishing to obtain Russian citizenship. If the status has not yet been formalized, then you can clear the transport for temporary import through customs.
  2. Ukrainians who bought a car six months before receiving refugee status.
  3. Persons whose move is carried out within 18 months from the time of arrival in the Russian Federation.
  4. Imports are carried out according to the scheme “one car or one trailer per person”.

The only way to import a car to a disabled person without paying customs duties is to contact the social assistance authorities. If it is proven that a person with a disability needs a personal car, then transport will be provided as humanitarian aid. This import option is not popular and has many nuances. One of them implies that it will be impossible to sell or give away such a car.

Features of customs clearance

In general, the process of preferential customs clearance is no different from the usual one. The same documents are required, but in addition to them, papers confirming the right to receive benefits. After confirmation and verification, customs clearance will be carried out without paying state duty. The car will be checked in the same way at border checkpoints.

Perhaps in Russia they will provide benefits during customs clearance for people with disabilities. But at the moment there is no such clause in the legislation.

Who can count

Citizens of the Russian Federation who import a car for their own needs have the right to count on benefits. Foreign citizens can obtain duty-free import, but only if they import a car for a period of no more than one year.

There are no separate benefits for socially vulnerable categories of citizens, since it is assumed that cars are imported primarily for commercial purposes.

Since 2012, citizens are also required to pay a recycling fee for their cars. The obligation to pay has been extended and is valid this year.

Temporary importation

The period for temporary import of a car is no more than one year.

Cars can be temporarily imported:

  • without paying a duty, but only if the car is registered in the territory of a foreign state and is not wanted. Otherwise, the vehicle will be detained directly at customs;
  • Russian citizens, but only for a period of 6 months . The vehicle must also be registered in the state from which the vehicle is being imported.

At the end of your stay in Russia, the car must be exported with the appropriate import closure procedure at customs. The temporary import period can be extended. To do this, you need to present the car to the customs authority at the place of registration of the citizen. Along with the car, you must provide an import permit and a title document for the vehicle.

Information about the closure or extension of temporary import must be received by customs 15 days after the end of the vehicle’s stay in Russia.

If such information is not provided, then information about expired cars is entered into an automated database. Then you will have to pay customs duties in full for such a car.

From Kaliningrad

Cars from Kaliningrad can be imported into the Russian Federation for a period of no more than two months without the right to sell. Even despite the absence of duties in Russia, such a ban has existed for a long time. It is difficult to sell a car from the Kaliningrad region to the rest of the Russian Federation, since they are transported in transit through Poland and Lithuania.

Preferential customs clearance price

Specialists will help you arrange border crossings with minimal time and financial losses.

Compared to previous years, the cost of customs services has become cheaper.

The legislator did not provide for a complete exemption from fees. Zero import duties have been abolished for cars with any type of engine.

When crossing the cordon with Russia, the new vehicle (up to 8 years) produced in our state or post-Soviet countries, a duty of one euro per cubic meter of engine volume is paid.

This is quite “divine”, in comparison with customs rates for the import of vehicles by other categories of persons.

Thus, for vehicles exported from abroad, in cases that do not meet the parameters of preferential import, the following rates apply.

  1. fee charged for the work of customs officers (depends only on the cost of the car),
  2. duty (takes into account age, vehicle price, engine type and buyer status - legal or individual),
  3. recycling fee (calculated using the formula),
  4. Value Added Tax (“bites off” another 18%),
  5. excise tax (depending on the engine installed on the vehicle),

Design rules

Documents for the car and a completed declaration must be presented at the border of the Russian Federation with a neighboring state. You must indicate the cost of the car. For this purpose, a preliminary assessment may be carried out. It is expensive and unprofitable to import cars older than 8 years , since you will have to pay a high duty for them.

The car should not be listed as stolen or wanted. If the car was purchased from a private person, the purchase and sale agreement must be notarized. If the car is purchased from a commercial organization, then customs officers also need to provide a stamped invoice.

Then the machine undergoes a sanitary, hygienic and environmental inspection. The tariff department prepares a machine assessment report. You will need to pay state import duty as well as VAT. Payment can be as a complex payment or at a single customs rate (beneficial for the citizen and individual entrepreneur).

The car is thoroughly inspected at internal customs. Then it can be registered with the State Traffic Inspectorate and received a Russian-style PTS.

Similar rules apply to electric vehicles. The cost of importing them will be cheaper than importing cars with gasoline or diesel engines.

Documentation

To register a car you will need:

  • title documents of foreign origin with a notarized translation into Russian;
  • completed declaration;
  • technical documents for the car;
  • payment documentation;
  • international passport, passport of a citizen of the Russian Federation.

Documents must be provided in copies, with confirmation of the original, including using an apostille (for translations).

How to calculate the cost of customs clearance is written in the article: customs clearance calculator. Don't know how customs clearance of a motorcycle occurs? Read here.

Deadlines

With proper documentation, you can clear customs in a few hours.

The maximum period is 10 days , if examination or corrections in documents are required.

You can complete your declaration within half an hour. Checking a car takes 30-60 minutes , but if suspicion arises it can take up to several hours.

Customs clearance

The rate of import customs duty depends on the service life of the vehicle. Trucks under 3 years old are considered new vehicles. Used cars are divided into three categories: from 3 to 5 years, from 5 to 7 years and older than 7. The older the vehicle, the more powerful the engine and the greater the weight, the higher the rate. VAT is always 20%.

Note! In general, customs duties on trucks are lower than on cars. But customs clearance of a new small truck will cost the least.

In addition to customs duty, customs duty, excise duty and recycling fee are paid. Not all trucks are subject to excise duty; for example, there is no excise tax on trucks intended for transporting radioactive substances. The amount of excise duty depends on the truck code according to the Commodity Code of Foreign Economic Activity and is 45, 714 or 1302 rubles. per horsepower. Due to the fact that trucks are subject to excise duty, they are cleared through customs at excise customs posts, which belong to the Excise Customs.

Trucks for the most part belong to group 87 “Ground transport vehicles, other than railway or tram rolling stock, and their parts and accessories,” namely group 8704 “Motor vehicles for the transport of goods.” Sometimes the code is difficult to determine, for example, if a passenger car has been converted into a truck.

The amount of the recycling fee is determined by the base rate and coefficient. The latter depends on the technical characteristics of the truck.

Note! Customs clearance of a truck is only possible for a legal entity or individual entrepreneur. Individuals do not have the right to clear trucks through customs. But if necessary, customs clearance is carried out by an intermediary company, and then, according to the contract, the truck is transferred to an individual.

It is also important to know that customs clearance of trucks belonging to a class below Euro 4 is not carried out. You cannot get a title for them, but you can import them for spare parts. Information about the environmental class is indicated in several documents:

  • vehicle passport;
  • VIN number;
  • OTTS;
  • special reference books;
  • certificate of conformity.

Important! The environmental class can be determined through the Rosstandart website using the VIN number.

For customs clearance you need to collect and complete a package of documents:

  • invoice;
  • foreign economic contract;
  • checks and account statements;
  • OTTS or SBCTS;
  • certificate of conformity;
  • declaration;
  • technical documents indicating the environmental class, production date, mileage, engine power, etc.

OTTS and SBCTS are certificates that confirm the safety of a vehicle.

OTTS is issued for no more than 3 years for each declared commercial vehicle. It confirms compliance with the requirements of the Certification System for Motor Vehicles and Trailers. The document is required in the future to register the vehicle. It is submitted along with the declaration during customs clearance.

SBCTS category No. 1 is issued for used cars. This certificate confirms the safety of the structure. The certificate is valid for an indefinite period.

To obtain certificates you need:

  • owner's passport;
  • PTS;
  • ownership documents;
  • certificate of compliance with environmental class;
  • copy of OTTS (for SBCTS).

Note! If there is a SBCTS, it is not necessary to confirm compliance with Euro 5.

In addition to the documents listed above, customs clearance of a well-known brand of truck requires written permission from the copyright holder. To find out for sure whether permission is required or not, you need to see whether the brand is included in the Register of Intellectual Property Objects.

Questions

Citizens are interested in the possibility of importing cars from certain countries. Benefits are provided for those who import cars from the territory of the Customs Union. You can bring a car duty free once a year. For other vehicles, duty payment is required.

Preferential customs clearance of cars for disabled people

In Russia, there are no benefits for disabled people of groups 1, 2, 3 during customs clearance of a car. However, such citizens are exempt from paying transport tax while owning a car. They also receive a car through socially oriented programs. All customs clearance costs are borne by the state.

For combatants

There are also no separate benefits for Afghans and other combatants.

If they are provided with cars for a social purpose, the state pays customs clearance in full.

Upon receipt of citizenship

If a foreigner remains in Russia for permanent residence and receives citizenship, then he has the right to pay customs duties and undergo customs clearance in a simplified manner, without paying the cost of examinations and internal checks. The vehicle may already have a Russian title issued.

If there are benefits for customs clearance, they are quite conditional and apply to cars imported from the CIS.

There are no significant discounts on payments, especially if cars are imported for the purpose of their further resale. The cost of duties and other charges will be included in the price of the machine that the consumer pays for.

How much you will have to pay for customs clearance of a car is written in the article: calculation of customs clearance of a car. Don’t know if it’s possible to import a car without customs clearance? See here.

Escort of Western cars at any time

Despite the crisis in the economy, alternating recessions and falls of various currencies, cars from the USA and Europe continue to be popular among Russians. Moreover, many brands have been strengthening their reputation as trusted brands for decades, and today Volkswagen customs clearance, like Volvo customs clearance, is popular. Experts can help you with this. If you are transporting BMW, Mercedes and other popular brands of cars, then you can also count on our specialists to support all customs procedures.

Completing all the necessary documentation may have varying degrees of complexity, sometimes the process is additionally “complicated” by newly introduced duties, prohibitions and restrictions, but you will have nothing to fear if you contact us. Do you need Chevrolet customs clearance? Need Chrysler customs clearance? There will be no problems with any popular American brand - we are ready to support transactions for the import of any cars from the USA. Transportation of Ford of any models, as well as transportation of Jeep and other branded cars that are so valued by lovers of foreign cars, will no longer create any problems.

Despite any economic troubles, customs clearance of cars from Europe and the USA, as well as the transportation of European and American cars, will be much easier thanks to.

How realistic is this?

The legalization of some of the cars imported into the country is unlikely to be approved by the traffic police or associations of automakers - this issue is too sensitive for the country. But, if you look at the experience of neighboring countries, it turns out that the problem can be solved carefully and partially, or even more radically.

For example, in Kazakhstan, the temporary procedure for importing such cars works like this:

  • applies only to left-hand drive cars imported into the Republic of Kazakhstan before February 1, 2021;
  • temporary registration is issued at a special service center - the driver hands over all Armenian documents and license plates, receiving Kazakh ones in return;
  • it costs money - 695 tenge for registration, 2473 tenge for a registration certificate and 7778 tenge for a license plate. In total - the equivalent of approximately 2100 Russian rubles;
  • during registration, the police check the car to see if it is wanted and for any unpaid fines;
  • You can drive such a car under a power of attorney or under an insurance policy;
  • to sell a car, you need to exchange documents and license plates back to Armenian ones and travel to Armenia.

That is, the procedure, although not free, is quite comfortable for all participants

– the owner of such a car does not pay a very large amount and can use the car, although he cannot sell it. In addition, there is a restriction on import dates, which prevents this right from being abused.

A similar problem affected Ukraine

. There, due to weak domestic auto production, high car prices and low household incomes, the scheme for importing used foreign cars from EU countries (mainly from Lithuania and Poland) - the so-called “Europlates” - has become popular. They were imported through fictitious companies in Poland and other countries, and then the owners simply “forgot” to leave.

We solved the problem radically - in 2021, the authorities sharply reduced customs and tax payments for the import of used cars

. Now the customs clearance fee depends on the age of the car and engine size in liters, but in any case it is on average approximately 30% of the cost of the car. Accordingly, the owners were able to re-register many of the previously imported cars during the “graceful” period - although approximately 300 thousand cars remained uncleared. However, many of them have probably been dismantled for parts long ago - for cars that are too old, the new rules are still unprofitable.

Thus, it is possible to solve the problem of importing foreign cars into Russia

– and this depends on the political will and willingness (or unwillingness) to accommodate a relatively small group of drivers.
