How to obtain an extract from the register of industrial products: step-by-step instructions

In recent years, the Russian government has taken great steps towards establishing extremely transparent and strong international relations.

One of these steps was the introduction of the Unified State Register of Legal Entities and Individual Entrepreneurs (USRLE). At the moment, the system for obtaining extracts from the Unified State Register of Legal Entities and disclosing information in the financial sector in Russia is a more complete base than in some other European countries.

Registration and activities of commercial companies in Russia are regulated by the Civil Code of the Russian Federation, the Federal Law of the Russian Federation “On State Registration of Legal Entities and Individual Entrepreneurs” and other legal acts.

What rules govern the operation of the registry?

On May 1, 2021, two government regulations came into force:

  1. RF PP No. 616 - on establishing bans on the admission of foreign industrial goods.
  2. RF PP No. 617 - on restricting the admission of foreign industrial products.

These rules prohibit the purchase of foreign goods, with the exception of those produced and supplied from the EAEU countries (Armenia, Belarus, Kazakhstan, Kyrgyzstan). And all domestically produced products are included in the register of Russian industrial products according to Resolution 616 of 04/30/2020.

If you are purchasing manufactured goods, check the register list and be sure to set the required prohibitions and restrictions. Here they are:

  1. If you purchase according to RF PP No. 616, reject participants with foreign goods. But there is an exception: accept the application if the product is produced only abroad. Do not reject a manufacturer from the EAEU.
  2. If you are bidding under RF PP No. 617, reject bidders with foreign products. But only if certain conditions are met:
      participants submitted more than two applications;
  3. two proposals comply with 44-FZ and procurement documentation;
  4. manufacturer - from the EAEU countries.

And another requirement: two correct applications do not violate the rights of other participants.

Types of extracts from the commercial register of companies

There are several types of statements. They are as follows:

Informational. Provided online in tabular format (electronic format). They may be useful for preliminary familiarization with the specifics of the activities of a certain legal entity or individual entrepreneur. You can receive statements at any time, but they are not accepted by banks, courts, or government agencies.

Abbreviated. They are official documents that have legal force. They are drawn up in the approved form and must contain the seal of the Federal Tax Service and the signature of the person authorized to issue the extract.

Full. They reflect all the information about the organization or individual entrepreneur. Documents are assigned unique registration numbers and stamps are affixed. Taxpayers themselves, officials of executive authorities, and the courts have the right to receive them.

To issue a shortened or full statement, you must prepare an application. It is drawn up in free form with the obligatory indication of the name of the inspection to which the request is sent, all your data, INN and OGRN of the company or individual entrepreneur.

How to find it

The list of domestic manufactured goods is available to all interested users in the information system on the website of the Ministry of Industry and Trade.

Step 1. Go to the website of the Ministry of Industry and Trade - to the information systems section. Select GISP.

Step 2. Find the section “All GISP services”.

Step 3. Select “State support for industry”, then the register of industrial products produced on the territory of the Russian Federation according to RF PP No. 719 dated July 17, 2015.

Step 4: Review the list. The register of Eurasian industrial products will soon be open to users (still under development).

How to use it in purchasing activities

All information about the purchased products is confirmed by a register extract or certificate of origin. If you did not find the product in the list, it has not yet been registered with the Ministry of Industry and Trade and has not been included in the register of Russian industrial products for 2021, or it is not produced in the Russian Federation.

For purchases under RF PP No. 616, include specific requirements for suppliers in the documentation and notice. Participants are obliged:

  1. Specify the country of origin in the application.
  2. Attach an extract from the register of domestic industry as part of the application. This condition applies only to Russian goods.
  3. Indicate points for fulfilling the conditions under RF PP No. 719.

For orders under RF PP No. 617, other conditions apply. Include the following requirements in your documentation:

  1. Confirm the country of origin.
  2. Specify the registration entry number in the application.
  3. Note the total number of points according to RF PP No. 719.

The extract is transferred during the execution of the contract. If information about manufactured goods from the supplier’s declaration does not match the extract, the participant’s documents are not reliable.

How to get on the list

If the product is not on the list, and you have a conclusion from the Ministry of Transport on the domestic origin of the product, it should be included in the list. This obligation provides for the procedure for including Russian industrial products in the register (draft order of the Ministry of Industry and Trade No. 01/02/05-20/00101800). Conclusions are issued according to the regulations of the RF PP No. 719.

You will need an electronic signature to submit your listing request. Make your digital signature in advance. The algorithm for getting into the register of Russian industrial products is as follows:

  1. Draw up a conclusion. Register in the state information system. In the “State support for industry” section of the GISP, create a request “Obtain a conclusion on confirmation of production.”
  2. Prepare documents: conclusion, current extract from the Unified State Register of Legal Entities, TIN certificate, product quality certificates, calculation of the share of imported raw materials and materials in the product, copies of contracts for the purchase of raw materials.
  3. Determine the OKPD2 and TN VED codes, the total number of points, and the vehicle approval number.
  4. Submit an application for inclusion in the list of the Ministry of Industry and Trade. Use the GISP or the State Services portal to generate a request. Log in to your personal account and in the “My Services” section, select the “Post product information” action.
  5. Fill out registration forms 2.10 and 2.11 (RF PP 1604 dated 12/21/2017). Save the information, sign the digital signature and publish the request on the trading platform.

The application undergoes automatic system verification. The decision to include a product in the list is made within 1 business day.

It is a special database containing information about the conduct of certain business entities.

The main task that this database pursues is to satisfy the reliability of a particular enterprise. Today, this kind of statement can be obtained in various ways.

There are a large number of private companies offering this service for a fee. Moreover, information can be obtained from enterprises.

But before applying for the type of extract in question, you will need to carefully read the following questions:

  • why is it needed;
  • legal framework.

Definitions

Today, the procedure for entering data into the register, as well as obtaining it, is reflected accordingly in legislative norms at the federal level.

To correctly interpret these documents, it will be necessary to familiarize yourself with all the terms used in advance.

The term “extract” means a document that includes a fairly large amount of various data about an enterprise conducting business activities.

Based on the data, the recipient of such an extract usually makes a decision to start or stop doing business with a specific enterprise. The statement format itself is standard.

“Trade Register” is a special database containing specific information about legal entities conducting certain business activities.

  1. All information is entered into it by regional institutions whose functions include monitoring the commercial activities of legal entities.

The term “individual” means a citizen of the Russian Federation, an individual entrepreneur as a subject of law. An individual also has the right to receive an extract of the type in question.

“Legal entity” is a certain organization that owns separate property and at the same time is fully responsible for all obligations.

A legal entity is also a subject of law. Has the right to receive an extract from the commercial register.

“Economic activity” is a set of various types of actions, all of which are aimed at obtaining various types of material and other benefits.

This is how profit is made. It is the main points related to the economic activities of the enterprise that are reflected in a special trade register.

Why is it needed?

Today, an extract from the trade register is a special document, the format of which is established at the legislative level.

Why might you need an extract?

To date, securities issued by the organization do not have documentary evidence, incl. and certificate.

  2. In the right corner of the page, select the “Extract from the register” function.
  3. Open the document that is downloaded to your workstation.

The list of the Ministry of Industry and Trade contains goods that are not recommended for government procurement. Reason: the total number of points is not enough to confirm production in the Russian Federation (PP No. 719 of July 17, 2015).
