Household appliances and electrical appliances"Certification of multi-cookers"
Multicookers are household electrical appliances for cooking dishes in different temperature and humidity conditions (some models also provide adjustment of the pressure required for cooking). The multicooker design includes:
- a housing with a bowl located inside, a steam container and a steam valve;
- heating elements - heating elements;
- microprocessor unit.
A multicooker is classified as a household electrical appliance: there is not even a conventional/unofficial division of multicookers into household and industrial/intended for catering establishments. According to the decision of the Commission of the Eurasian Economic Union, multicookers are subject to mandatory certification.
Certificate of conformity of the EAEU for multicookers
As a household electrical appliance whose output voltage does not exceed 1.5 thousand volts, a multicooker must meet the requirements of the following Technical Regulations of the Customs Union:
- TR TS 004/2011 “On the safety of low-voltage equipment”;
- TR CU 020/2011 “Electromagnetic compatibility of technical equipment.”
These regulations have the following certification schemes:
- serial production of multicookers is subject to certification according to the 1C scheme;
- delivery of a batch of products - according to the 3C scheme;
- delivery of one (almost never found) copy of a product – according to the 4C scheme.
The stage of submitting an application and accompanying documents will be the same for all schemes. Package includes:
- copies of constituent documents - for all schemes;
- technical documentation for products - for all schemes;
- regulatory documents regulating the organization of production - for the 1C scheme;
- certificates confirming production compliance with the requirements of the quality management system - for the 1C scheme.
All schemes for obtaining a certificate also require the provision of product samples for testing.
Next, for the 1C scheme, the following are organized:
- General Inspectorate of Production;
- annual re-inspections during the validity period of the issued certificate of conformity.
The applicant company, when issuing a certificate of conformity of the EAEU, can only be registered in the countries of the Eurasian Economic Union. After passing the certification procedure, the applicant receives the original certificate, which has protective degrees. The data is duplicated in the state. register, to enable consumers and customs authorities to verify that multicookers have been certified and can be released into circulation in the EAEU, as they are safe for home use. The applicant must take care of marking its products with the EAEU mark of conformity, and also take care of the test reports that served as the basis for issuing a certificate of conformity.
Classification of multicookers according to OKP and EAEU HS codes
In the All-Russian Product Classifier, multicookers are assigned the following codes:
- 346830 Electric cooking pots;
- 346831 Regular electric pans;
- 346832 Electric pressure cookers;
- 346834 Electric steamer pans;
- 346836 Electric cooking pots;
- 346839 Other electric cooking pots.
In the HS classification, multicookers have the following codes:
- 8516797000 other electric heating devices;
- 8419899890 machines for cooking and heating food;
- 8516609000 others.
Applicable standards for multicookers
- GOST 27754-88 Electric household appliances for boiling liquids. Functional test methods;
- GOST 15047-78 Household electrical heating appliances. Terms and Definitions;
GOST R 51318.14.1-99 Electromagnetic compatibility of technical equipment. Industrial radio interference from household appliances, electrical tools and similar devices. Standards and test methods.
