Costume jewelry is jewelry made from inexpensive materials. Metals, alloys, wood, ceramics, plastic, glass and more are used for their production. However, there are other luxury items that look like jewelry. They are not made of precious metals, but are coated with them. This is the so-called jewelry. The procedure for customs clearance of jewelry in this category depends on whether it contains precious metals or stones.

Customs clearance procedure

The procedure for customs clearance of jewelry begins with preparing a package of necessary documents and filling out a preliminary customs declaration. Then the cargo is transported. Upon arrival at the customs post, the goods are placed in a temporary storage warehouse and all payments are paid in accordance with the rates determined by the HS classifier.

The customs service monitors documentation, deadlines, products and declares the goods if no violations are detected and the declarant provides complete information about the goods, supplier, importer.

The difficulty of customs clearance is that shortcomings, even those that seem insignificant at first glance, can cause significant difficulties during customs clearance. If the procedure is being performed for the first time and there is not enough special knowledge, it is advisable to contact a customs representative. The set of documents usually includes:

  • cargo customs declaration;
  • invoice or invoice;
  • a copy of the foreign trade contract;

Features of customs clearance

Costume jewelry belongs to product group 7117 according to the Commodity Nomenclature of Foreign Economic Activity.

The following product items are presented within the product group:

  • 7117190000 – costume jewelry made of base metals, with or without galvanic coating of precious metals: other;
  • 7117900000 – other costume jewelry.

Customs duty is 3 euros per kg, VAT is 20%. The products are classified as preferential, which means that jewelry from Serbia and the CIS countries is imported without paying duties if a certificate of origin is issued.

The peculiarity is that goods belonging to this group are not cleared at all customs posts. More precisely, it is advisable to pre-coordinate customs clearance with customs.

According to the order of the Federal Customs Service of Russia No. 971 dated May 12, 2011 “On the competence of customs authorities to carry out customs operations in relation to precious metals and precious stones”, some customs points do not have competence in relation to costume jewelry containing precious metals or precious stones. Such jewelry is subject to customs clearance at customs posts of the Central Excise Customs: a specialized customs post in Moscow, the North-Western excise customs post in St. Petersburg, the Smolensk customs post in Smolensk, and the Malachite customs post of Yekaterinburg customs.

Note! Despite customs clearance of jewelry at excise customs posts, excise duty is not paid.

Jewelry with a metal coating or made from base metals and stones can be cleared at specialized customs posts, defined by Clause 1 of Order of the Federal Customs Service of Russia No. 971 dated May 12, 2011, or at any customs posts, with the exception of those located in Moscow, St. Petersburg, Smolensk, Yekaterinburg and corresponding regions. If metals and precious stones were not used in the manufacture of jewelry, then the products can be decorated at any post.

Important! If a batch of costume jewelry consists of products of a different nature, for example, one part is subject to clearance at excise customs, and the other is not, then the batch, accordingly, is divided and processed in different places.

Import of costume jewelry by individuals is possible only if the goods are subsequently used for personal purposes, which means that customs will assess the quantity and nature of the imported products. It is unlikely that it will be possible to seamlessly import several identical products or several different ones, but in large quantities, without appropriate customs clearance and payment of customs duties, since the consignment will be regarded as commercial. The procedure for importing jewelry by an individual is regulated by Decision No. 107 of December 20, 2021 of the Council of the Eurasian Economic Commission “On certain issues related to goods for personal use”, as well as Decision No. 263 of May 20, 2010 “On the procedure for using transport (transportation), commercial and (or) other documents as a declaration of goods.”

According to the general rules of duty-free import, the weight and cost of jewelry are estimated:

For air transport, the upper weight limit is 50 kg, the cost is 10,000 euros. For other types of transport, the weight limit is 25 kg, the cost is 500 euros. If the limits are exceeded, then a duty is paid in the amount of 30% of the excess value or 4 euros for each kilogram if the weight is exceeded, and only on that part of the weight that is over the limit.

If the jewelry contains precious metals or stones, you must fill out a passenger customs declaration and select the red corridor.

Note! If participants in foreign trade activities are engaged in the import of costume jewelry containing precious metals and precious stones, they must be registered with the Assay Office, have a notice of registration and an accounting card.

Certification

According to Government Decree No. 982 of December 1, 2009, certification of costume jewelry that does not use semi-precious and precious stones and metals is not required. If semi-precious stones are used in the production of costume jewelry or silver galvanic coating, gold plating or inserts made of precious metals are used, then such jewelry must be registered with the Assay Office. The procedure is carried out before customs clearance.

A certificate or sales license is also not required for gold-plated jewelry. A refusal letter is required. To do this, contact a certification body accredited in the GOST R system with a letter and HS and OKP codes.

If costume jewelry is intended for children, then, according to the Decision of the Customs Union No. 299 of May 28, 2010, in some cases sanitary supervision is carried out and a mandatory Certificate of State Registration of the Customs Union and a voluntary Expert Opinion are issued. Documents are issued by Rospotrebnadzor on the basis of laboratory tests of samples and determination of compliance of the results with established uniform sanitary requirements. In some cases, adult jewelry may also require an expert opinion from Rospotrebnadzor.

As for voluntary certification of costume jewelry, this document can be issued by the bodies of voluntary certification systems of the Russian Federation. This certificate promotes consumer confidence and product promotion on the market.
