Certification

Before customs clearance, it is necessary to complete a mandatory declaration of conformity for chocolate and chocolate products, and for this, product samples are imported (they do not have to be declared). Testing of product samples is carried out in laboratory conditions to confirm the safety and quality of the product. The standards were introduced by the technical regulations of the Customs Union and have been in force since 2010. The Declaration of Conformity is valid throughout the entire territory of the Customs Union, which includes: Russia, Belarus, Armenia, Kazakhstan, Kyrgyzstan. Current CU TR used when declaring chocolate:

  • 021/2011 “On food safety”;
  • 022/2011 “Food products in terms of their labeling.”

And since chocolate often contains all kinds of food additives and flavorings, TR CU 029/2012 “Safety requirements for food additives, flavorings and technological aids” is applied.

The following types of chocolate are declared:

  • milk, containing at least 2.5% milk fat, at least 12% milk solids, with a fat content of at least 25%;
  • unsweetened, without sugar or other sweeteners;
  • bitter, containing at least 55% dry cocoa and at least 33% cocoa butter;
  • white;
  • dark;
  • porous.

The result of the inspection is recorded in the protocol and on its basis a declaration of conformity is issued with a validity period of no more than 5 years. The document includes:

  • names of the applicant and manufacturer companies, contact details;
  • Name of product;
  • item number of the Commodity Nomenclature of Foreign Economic Activity;
  • declaration scheme;
  • list of TR CU;
  • laboratory test report number;
  • validity period, date of issue, declaration number.

A voluntary quality certificate is another document that is not required to be obtained, however, it is beneficial for the importer, since it increases the competitiveness of the product. For chocolate, GOST R 31721-2012 “Chocolate. General technical conditions". In addition, there are GOST standards for confectionery products that regulate the content of milk fat, skimmed milk solids, cocoa, mass fraction of fat, GMOs, and microorganisms. The validity period of the voluntary certificate is 1-3 years.

In order to issue a declaration of conformity or a quality certificate, you need to submit a package of documents to an accredited certification center:

  • application;
  • the first three sheets and the last sheet of the company's charter
  • OGRN and TIN;
  • list of goods;
  • samples;
  • GOST or TU;
  • Delivery contract.

The declaration of conformity and the quality certificate are not equivalent and do not replace each other. First of all, a declaration of conformity is drawn up and it is this document that is required by customs.

Chocolate labeling must contain:

  • trademark;
  • Name of product;
  • compound;
  • net weight;
  • shelf life;
  • production date;
  • information about nutritional and energy value.

It is applied by gluing a label or by imprinting with a stencil or stamp.

Rules for transporting chocolate

Chocolate for transportation is packaged in boxes made of cardboard or polymer materials. There is no need to cover the bottom of the box. If the chocolate is in the form of loaves, then no more than 13 kg of products are packaged in one box; shaped chocolate can be placed in a box made of corrugated cardboard. Net weight should be no more than 6 kg. The weight of one box of chocolate by weight is no more than 12 kg, and each row is lined with parchment, cellophane or other similar materials.

Chocolate can be transported by all means of transport. Transportation and storage are carried out at a temperature of +18°C +/-3° and relative air humidity of no more than 75%. Moreover, exposure to direct sunlight is not allowed. Chocolate has the ability to absorb foreign odors, so during transportation it is necessary to observe the principle of commodity proximity.
