Customs clearance and customs control of freight trains
Freight trains and the cargo transported on them, as well as other goods and vehicles exported outside the country and imported into its territory from other states, are subject to customs control. At the same time, locomotives and rolling stock are registered in customs terms as vehicles only at border railway stations, and transported goods can be registered both in internal customs and at the border.
Customs clearance of freight trains (cars, containers) is carried out at control posts (CP), stretches between the control post and the border railway station and at the border railway station.
At control posts, train crews are registered, a visual inspection is carried out, and, if necessary, inspection of transported cargo is carried out. If necessary, they will be accompanied.
Inspection activities are carried out in departure parks and at control posts (in internal customs - on specially designated tracks of commodity railway stations}, checking of railway documents - in the technical offices of commodity border stations.
Customs clearance of trains during import and export operations has its own characteristics.
Organization of service at the control post
The control post of a border railway station is understood as an engineering structure, which is an inspection platform for inspecting long trains (50x60 cars) with 1-2, 1-4 railway tracks.
A fence is installed along the perimeter of the post, equipped with a perimeter alarm or other means of protection against unauthorized access.
At control posts, special premises are being erected (built) for working, shifting employees of border and customs authorities.
The main purpose of the control post is to carry out an external external inspection of passenger trains and a complete external, and, if necessary, internal inspection of all freight, both loaded and empty trains (cars) departing abroad and arriving from abroad.
Units of the customs authority and OKPP (KPP) - departments of border control over freight trains while serving at the control post have the right to open sealed wagons (containers) for the purpose of carrying out customs and border control. Opening of wagons (containers) with removal of seals is carried out in the presence of a representative of the railway station (commodity office of the railway station) and is documented in an opening act, which is signed by representatives of the railway station, customs authority and border checkpoint.
Vehicles
— passenger and freight trains registered at the control post are recorded by customs and border authorities in special books for recording the movement of vehicles across the border.
