The heading includes machines and devices, manual or motor-driven, including manual electromechanical ones with a built-in electric motor, for compressing air and other gases, for creating a vacuum, as well as devices for circulating air and other gases.
(A) Pumps and compressors
Air pumps and vacuum pumps operate on the same principles and are designed in almost the same way as liquid pumps (piston, rotary, centrifugal, ejector) described in previous headings.
However, there are special types of pumps for creating a complete vacuum - diffusion pumps (using oil or mercury), molecular pumps, capture pumps (getter pumps, cryopumps). Sometimes diffusion pumps are made of glass. In this case, they are not included in this heading (group ).
Air and vacuum pumps are used: to accelerate boiling, distillation and evaporation under reduced pressure, to create a vacuum in lamps and light bulbs, vacuum flasks, etc. Air pumps are used to pump air and create pressure (inflating car tires).
Unlike liquid pumps, air and other gas compressors (except low pressure compressors) are cooled by water or another method (surface cooling) to remove the heat that the compressor generates.
There are several types of compressors - piston, reciprocating, centrifugal, axial and rotary.
Compressors are widely used to compress gases in cylinders, chemical processes, refrigerators, etc.; for compressing air and other gases in containers, for compression air engines, pneumatic hammers, winches, brakes, pneumatic pipes, ballast tanks, submarines, etc.
***
This heading also includes gas turbine piston generators, consisting of two horizontal pistons moving in a single cylinder. The cylinder expands at the ends and there are compression cylinders along which two pistons run, connected to the driving pistons, creating a pneumatic recoil. The drive pistons are driven apart by the explosive action of the ignited gas and thus move the compression pistons. During the return stroke of the compression pistons, the air in the compression cylinders is compressed and thrown out along with the exhaust gases through the exhaust valve. The high pressure of the hot gases acts on the gas turbine rotor, thus allowing the use of a generator instead of the combustion chamber and compressor of the gas turbine.
Air pumps and compressors of this heading may be equipped with motors and turbines (as with pumps of heading 84.13). The latter are most often used for high-pressure compressors and operate on the principle of a multi-stage gas turbine.
(B) Fans
Fans may be driven by a motor and are designed to supply large quantities of air or other gases at relatively low pressure, or simply to create air movement.
The first type of fans can operate as exhaust or blower devices (for example, industrial blowers used in wind tunnels). They consist of a rotating propeller or impeller and operate on the principle of a rotary or centrifugal compressor.
The second type is a simple design consisting of freely rotating blades.
Fans, among other things, are used for ventilation of mines and buildings of all types, bunkers, ships, extraction of dust, steam, smoke, hot gases, etc., for drying various materials (leather, paper, fabrics, paints, etc. ), in forced draft devices for furnaces.
This heading also includes room fans - for installation on the ceiling, wall, window, tabletop, etc.
This heading also covers industrial blowers in the form of electromechanical hand tools with an electric motor.
This heading does not include fans with additional equipment (dust separation cone, filters, cooling or heating elements, heat exchangers) if this equipment changes the characteristics of the fans, for example, air heaters, not electric (heading 73.22), air conditioners (heading 84.15). , dust extractors (heading 8421), air radiators for industrial materials handling (heading 8419) or indoors (heading 8479), heating appliances with built-in fans (heading 8516).
(B) Ventilation or fume hoods with fan, with or without filter
This group includes kitchen fume hoods with a fan installed in home kitchens, restaurants, canteens, hospitals, as well as laboratory and industrial fume hoods with a fan.
***
Compressors, air pumps, fans, blowers and other special equipment used in conjunction with other products are not parts of those products and are classified in this heading.
Parts
In accordance with the general provisions regarding the classification of parts (see General provisions of the Explanatory Notes to Section XVI), this heading also classifies parts for pump and compressor housings, impellers, rotors, blades, pistons.
***
This heading does not include:
(a) Emulsion pumps (heading 84.13);
(b) Pneumatic lifts and conveyors (heading 84.28);
(c) Machines for harvesting, sorting seeds, grains, dry legumes (commodity item 8437);
Explanations for subheadings
This subheading classifies, together with pumps and compressors, motor pumps, turbo pumps, motor compressors and turbo compressors.
8414 10 890 0
This subheading classifies “liquid-ring” vacuum pumps and diaphragm vacuum pumps.
8414 20 200 0 — 8414 20 800 0
These subheadings classify only those pumps that are hand- or foot-operated, i.e. work using human muscle efforts, as described in the HS explanations to item 8414, (A). In particular, they must be designed for inflating pneumatic tires (eg bicycles, motor vehicles, etc.) and similar products such as air mattresses, air cushions and inflatable boats.
8414 51 000 1 — 8414 59 800 0
In these subheadings, only those goods are considered as ventilators that have the characteristics described in the Explanatory Note to heading 8414, (B) and meet the following conditions:
1. Air or gas pressure should not exceed 2 bar;
2. They should include only one rotating surface (one stage).
Air compressors that do not meet the above conditions are classified in subheadings 8414 80 100 0 - 8414 80 900 0.
8414 59 400 0
Centrifugal fans are fans in which the air or gas driven is supplied along the axis of rotation and discharged radially.
8414 80 110 1 and 8414 80 190 9
In a turbo compressor, the impeller is driven by an external motor and the air or other gas to be pumped is driven by the impeller. Turbo compressors are single-stage and multi-stage, axial and radial. Simple two-stage compressors are used, for example, in vacuum cleaners.
8414 80 110 1 — 8414 80 110 9
This subheading also includes exhaust gas turbochargers for internal combustion piston engines, in which they are used to compress the atmospheric air required to ignite the fuel mixture to increase power output. These single-stage turbochargers (blowers) are used to create an excess pressure of more than 2 bar and are driven by an exhaust gas turbine installed in the compartment adjacent to the compressor. The exhaust gas turbine is supplied with exhaust gases from the internal combustion piston engine on which it is installed.
8414 90 000 0 Parts
This subheading also includes parts of exhaust gas turbochargers intended for internal combustion engines. However, exhaust gas turbine parts used in conjunction with exhaust gas turbochargers are classified in heading 84.11 as parts of a gas turbine without a combustion chamber.
