The Moscow Regional EDC is the electronic declaration center of the Moscow Regional Customs (ILO) of the Federal Customs Service of the Russian Federation. Customs division code – 10013160. Opening date – January 29, 2021. Established by Order of the Federal Customs Service of the Russian Federation dated November 21, 2018 No. 1886 “On improving the structure of the Moscow Regional Customs.” The Moscow regional customs post center for electronic declaration replaced the Zelenograd ILO Center for Electronic Declaration, which ceased its activities. Like other CEDs, the electronic declaration center of the Moscow Regional Customs uses the latest technologies for remote electronic declaration, which gives participants in foreign economic activity (FEA) - legal entities, individual entrepreneurs - the opportunity to declare and release goods here located on the territory of any of 22 customs posts (t/p ), located throughout the region. The Moscow Regional Customs Post - CED does not carry out customs clearance of goods belonging to individuals.

The powers of the Moscow Regional Customs Post - the electronic declaration center are quite broad: the customs authority has the right to carry out customs clearance - “customs clearance” for imports, “customs clearance” for the export of any goods.

The EDC of the Moscow Regional Customs is located at the address: 115404, Moscow, Southern Administrative District, Biryulevo Vostochnoye district, st. 6-ya Radialnaya, no. 1. This is the historical, cultural, business and industrial center of Moscow. The EDC is located in the south of Moscow, on the border of the Tsaritsyno and Biryulyovo Vostochny districts, not far from the capital’s park - the Tsaritsyno Museum-Reserve, and the busy highway running along Lipetskaya Street. The distance to the Moscow Ring Road is 5 km. The distance to the nearest federal highway M 4 “Don” is 5 km.

CLOSURE OF CUSTOMS POSTS AT ILO

Colleagues, we draw your attention to the fact that within the framework of the FCS Strategy 2021, which is gaining momentum, a proposal has been prepared for the restructuring of customs posts of the Moscow Regional Customs (ILO). The Federal Customs Service Development Strategy until 2021, approved on December 28, 2012 by order of the Government of the Russian Federation, was supplemented with specific measures indicating responsible persons, and also underwent significant changes in a number of points. These included a shift in emphasis from declaring goods in border zones to declaring in Electronic Declaration Centers, and in fact, transferring the function of fiscal control from the Federal Customs Service to the Federal Tax Service. Significant emphasis in course adjustments to the 2021 Strategy is placed on the declaration of goods and vehicles in electronic declaration centers (EDC), and on the automation of registration and issuance of declarations for goods through the risk management system (RMS). In this regard, in September of this year, the head of the Federal Customs Service, Vladimir Bulavin, prepared a proposal to restructure the customs posts of the Moscow Regional Customs (ILO) and transfer the declaration of goods directly to the ILO CED. In essence, we are talking about the closure of all general technical organizations and labor committees of the ILO, the list of which includes a number of general technical organizations and labor committees.

Currently the list includes 12 places of customs clearance:

GTO and TC No. 2 of Akulovsky customs post;
• GTO and TC No. 2 of the Volokolamsk customs post; • GTO and TC No. 3 of the Kashira customs post; • GTO and TC No. 2 of Mamontovsky customs post; • GTO and TC No. 2 of Mozhaisk customs post; • GTO and TC No. 2 of the Chernogolovsky customs post; • GTO and TC No. 2 and GTO and TC No. 4 of Skhodnensky customs post; • GTO and TC No. 2 of the Stupino customs post; • GTO and TC No. 2 of Lviv customs post;
• The Kiev customs post is transferred to OTO and TC No. 2 of the Kyiv customs post and is renamed Krasnoarmeysky; • Davydovsky customs post is transferred to OTO and TC No. 2 of Davydovsky customs post.

Until the spring of 2021, the remaining customs posts are expected to be used for the purposes of declaring goods and actual control; then, only the functions of actual customs control and registration of controlled customs regimes will be retained, and the function of receiving and registering declarations will be assigned to the CED.

It is planned to move the Mozhaisk and Kraznoznamensk CEDs to the administrative building in Zelenograd, leaving the reception and registration of declarations only at the Mozhaisk customs post, which will most likely be renamed Zelenograd.

Thus, out of the 35 currently operating customs clearance places, 23 customs posts will remain in the ILO:

• 2 CED (1st for acceptance and registration of DT, 2nd – without the right to declare) • 20 Customs posts • 1 customs post of the free economic zone (Dubna)

As part of the reorganization, it is planned to rotate personnel from customs clearance places being prepared for closure to new ones.

Is collapse coming?

We predict the following development of the situation:

Stage No. 1. Closing posts.

Customs representatives will redistribute commodity flows to the remaining customs clearance places, which will most likely occur from October of this year to January 2021. Most likely, this will lead to an increase in customs clearance times by an average of 1-2 days in the first few weeks of work, due to with the need for integration into business processes at new places of registration. Some changes are possible in the area of ​​pricing for customs services in the direction of increasing their cost, in the conditions of working with Clients in terms of more relevant and correct exchange of data and documents, as well as a change in some logistics routes for cargo. According to our forecasts, it will take several months to stabilize all these processes.

Stage No. 2. Translation of declaration to CED.

The transfer of the function of registering and issuing declarations to the EDC is planned to be launched in the spring of 2021. From our point of view, this stage will be the most technically difficult. This is understandable: today, according to our estimates, the number of declarations issued at the ILO EDC does not exceed 5%-7%, the remaining volume falls on the existing 35 customs posts, this is a very significant volume of declarations. In order to “digest” such a volume through one EDC, global changes will be required in the staffing table and in the management of the EDC. Customs plans to delegate most of the declaration processes (up to 70%) to risk management systems (RMS), which, in their opinion, will help automate the registration and issuance of declarations, and, accordingly, reduce the burden on officials. However, we are confident that customs representatives and foreign trade participants will encounter a number of difficulties and technical failures when registering and releasing goods.

Of course, the transition will be carried out gradually, starting with the expansion of staffing positions at the newly formed CEDs and ending with the systematic blocking of registration functions at the remaining posts.

We recommend preparing for future changes by, if possible, including these risks in the delivery time of goods and their cost. For its part, as a logistics and customs operator, it will take all possible measures to reduce risks for its Clients.

Foreign trade participants complain about the ILO

The concentration of customs declarations at the Moscow Regional Post (CED) has a negative impact on foreign trade participants. The speed of issuing declarations is falling catastrophically, and another stage is just around the corner, after which the last 4 customs posts will join the CED. As a result, from February 22, what was previously processed by 23 customs posts controlling 36 temporary storage warehouses and 15 customs warehouses will be concentrated in Tsaritsyno.

Let us recall that the ILO annually produces about 600 thousand diesel fuel, i.e. more than 1600 declarations per day. A shift of 130 people should process them, however, according to available data, currently there are no more than 40 inspectors per shift, despite the fact that the CED has many seconded and inexperienced employees.

The forum, well known in customs circles, is filled with messages, like reports from the front:

“We’ve been hanging for two days, they put a warning on the number... and the check hasn’t even started...”

“We are hanging for the second day, 4 dts from the collection were released, and the last 5th one is stuck and another delivery is also hanging.”

“It’s been a long time since I was released on the second day. On the 13th, at one o’clock, I checked in, and was released on the 14th, at 11, with kopecks. Single product, couldn’t be simpler”

“Export, before lunch you submit the release in the evening, after 14:00 90% release in the morning”

“They also forced me through an inspection, they did it in three hours, but I haven’t been released for three days now.”

“It took 3 days to produce the pre-preliminaries. It’s better not to serve them until everything settles down.”

“Inspections are rolled out to everyone, if possible, to extend the processing time, because They don’t have time physically. They say it drops at 300 diesel fuel per hour.”

The customs website, however, announced on February 13 the opening of a “Hotline” to improve feedback from “foreign trade participants.” As follows from the message, the number of officials answering calls has been doubled. In addition, the most qualified personnel were selected for telephone consultation, and a single multi-channel telephone number 8 . Those who have used the Hotline claim that it helps, but they still cannot get out within 25 hours.

Judging by sentiments, foreign trade participants do not expect the situation with release dates to improve before mid-March. Some are ready to be patient, others are already looking for a place to register closer to the border, especially since there are plenty of offers. Meanwhile, it is unlikely to expect any drastic changes in the near future. After the reorganization at customs, it is planned to completely change the leadership, and it seems that now they are simply not motivated to solve any real problems.

Advantages of submitting a declaration to the CED: virtual customs in action

Both in Mozhaisk and other CEDs, for example, Vladimir and Ryazan, opened in different regions of Russia, all customs operations are carried out exclusively in electronic form, without the need for lengthy preparation of traditional documents. This significantly speeds up the procedure and also allows you to obtain the following advantages:

  • The dialogue between the inspector of the Electronic Declaration Center is conducted only online. Moreover, both participants can be at any distance from each other - working online allows you to competently solve even the most complex problems;
  • a declaration submitted via the Internet is endorsed by an electronic digital signature of a representative of the company importing certain goods into Russia. This makes it possible, firstly, to accurately identify the declarant, and secondly, to obtain confirmation of the accuracy and reliability of the information entered in the document. Also, the presence of a signature completely eliminates the possibility of unauthorized editing of documents;
  • if it is necessary to check goods transported across the border, it can be carried out directly at the temporary storage warehouse or at terminals. To do this, it is enough to order the EDC inspector to the border customs posts, with which the Electronic Declaration Center also interacts online;
  • the opportunity to save not only time on customs operations for the release of cargo, but also funds for its transportation;
  • a paper copy of the electronic customs declaration is issued at any customs authority in the region where the document was accepted by the Electronic Declaration Center. It will contain all the necessary marks. The document has full legal force.

Zelenogradsky (Mozhaisky), Vladimirsky, Ryazan EDC: high speed and quality of work

The electronic declaration center, according to the order on its creation, must conduct its activities in the Central Federal District. However, in addition to this, he can also carry out clearance of railway cargo that is located at any railway station on the territory of the Russian Federation, if there is a link between the EDC and the station and there are no other restrictive orders, decrees and instructions. The CED can carry out customs clearance of almost any goods, in addition to those for which the place of declaration is specifically established.
